General improvement in the world 1d situation is reported by the Federal eserve Board on this anniversary of Great Britain's abandoment .of the gold standard. The United States gold stock. in the board's latest monthly bulletin, was placed at $4.086.000.000, after a year which began with England’s action and included a sharp ebbing in domestic gold supplies, enactment of the Glass- Steagall law to aid the Reserve System | in handling these withdrawals and then | a return flow of gold. ! It was on September 20, 1931, that Great Britain gave notice gold pay- | ments temporarily would be suspended, | effective the next day. Today the Re- | serve Board placed British gold reserves | at $676,000,000 for the end of August, the largest total in 14 months. | Other Nations Have Gains. | The board said that central gold re- | serves of all the principal countries out- side the United States have increased $1,800,000,000, or 30 per cent, as com- pared with the middle of 1928. This is explained by a large mine outgut and the release of gold from private holdings in Australia, China, India and Russia. ‘The board’s bulletin reported British net imports of gold during the past five months have exceeded $100,000,000. As for the United States, it said: “The recent inflow of gold from | abroad, which began at the middle of | June, resulted in an increase in the country’s &tock of monetary goid be- tween Jurre 15 and August 31 of about $175,000,000. This increase brought the gold stock to $4.086.000,000. | “This is about the same level as of | the second half of 1928 and the first| uarter of 1929, before either the recent ancial crisis or the prevaliing busi- ness depression had begun to show | itself.” Hearding on Decrease. Further discussing financial conditions in this country, the board said hoard- ing had decreased and banking condi- tions improved, with only $34,730,000 nl‘ deposits suspended in August as com- | pared with $49.877,000 in July and $180,028.000 in August, 1951. Member banks' borrowings were re- ported reduced to the lowest level this | year. while their reserves increased $100.000.000. “The return of about $85.000.000 of currency from circulation between July 6 and August 31 was the first substantial movement in this direction since last March,” the board said. “* * * These | figures indicate, therefore, that there | was during this period a substantial re- | lease from hoards, apparently in reflec- tion of the recent subsidence of banking disturbances and the incressing activity of the security and commodity markets.” l T0 BE REAR ADMIRAL Hoover Follows Recommendation of Selection Board for Rock Vacancy. 1 Capt. Horatfo G. Gillmor, Construc- tion Corps, U. S. N., on duty in the Board of Inspection and Survey, Navy Department, will be promoted to the permanent rank of rear admiral, to fili the vacancy created by the retirement on Octcber 1 of Rear Admiral George H. Rock, chief of the Bureu of Construc- tion and Repair. In making the an- | nouncement, the Navy Department said yesterday that President Hoover has ap- | proved ¢he recommendation of a selec- tion board advancing Capt. Gillmor. The new rear admiral is a member of the joint Merchant Vessel Board and ‘was appointed a member of the Board of Inspéction and Survey in February, 1931. During the World War he also served in that branch of the Navy and assisted in determining the rate of com- nsation for vessels taken over by the vernment. ! Capt. Gillmor has had extensive ex- rerience in the Department of Justice | n the conduct of litigation connected with_contracts for naval vessels. He was born in Wisconsin January 7, 1870, | and following his appointment to the Naval Academy in 1887 completed a post-graduate course in naval architecs | ture at the Royal Naval College, Green- | ‘wich, England.
