Charter Being Completed. The proposed charter and by-laws of the American Institute of Real Estate | Appraisers of the National Realtor As-| soclation are being completed, and will| be submitted for approval at an ogan- | ization meeting of the institute at the | convention. The action by the insti-| tute will be subject to ratification by the national directors. The institute convention sction is seen as the culmination of association’s work the past four years to establish & better knowledge of real estate ap-| praisal and definite standards of Ao\md: practice. The institute is organized to certify appraisers who meet its tests. A first step was taken by the board to provide machinery through which the association may include in.its mem- bership competent and responsible per- sons in real estate business who are located in cities in which there is no existing real estate board. Amendments Plauned. Amendments to the constitution and | by-laws of the association are to be presented to the convention. Outlining results of the President's Conference on Home Building and Home Ownership, in the home finance and taxation report on the housing ses- slons, points to the need of creating a system of home loan banks to discount mortgages on dwellings. In a foreword to the publication, just released, Secretary Lamont states: “The objectives of home financing can be stated in simple terms. A long term loan, amortized through regular installment payments, should be avail- able at all times to any family in a po- sition to make an adequate down pi ment on the house and to continue reg- ular payments of interest and princi- pal. Interest charges should be rea- sonable. “Loans should be made on a basis of sound appraisal and good judgment as to the borrower's capacity to pay to protect both the borrowers and the | with the percentage of State and local | lending institutions which are trustees for the people's savings. “Full credit is due to the great num- ber of building and loan associations, banks, insurance companies and other lencers that have made possible a sub- stantial increase in home ownership in many of our cities in the past decade. It is only too evident, however, that there are wide areas in which satisfac- tory conditions have not yet been reached. “There is need for better appraisals, for more careful scrutiny of personal risks and for conservatism when other groups are carried away by boom com- ditions. “The troublesome second mortgage stands out as a problem to be solved through the public spirited co-oper: tion within each community, a course which examples have shown to be prac- ticable. At a number of points, also. existing State legislation appears to be & negative influence and deserves care- ful review.
