President Hoover has been acked by the board of directors of the National Association of Real Estate Boards to call to the attention of Congress egain the “great need” for immediate passage of the measure for creation of a sys- tem of home Jloan banks, for the re- discounting of mortgages on houses. The directors and officers of the as- sociation declare in the statement sent to the President: “Congress has seen fit to co-cperate with you in a most patriotic and non- partisan way to relieve the present distressing situation by passing great constructive measures recommended by you, yet has failed to pass the Federal Home Loan Bank bill, which is espe- cially intended to relieve the thousands of home-owners who are losing their homes by reason of inability to re- finance. “Every day's delay in tne passage of the Federal Hcme Loan Bank bill is increasing the number of foreclosures and bringing distress to additional | thousands of small home-owners. Mortgage money for every purpose, whether it is for refinancing sound mortgages or furnishing capital for persons desiring to build homes for themselves is each day becoming more difficult to secure.” The measure would set up a dis- count system for institutions making mortgage loans on urban homes, the system to be paid for by the institu- tions using it. As recommended by the subcommit- tee of the House Banking and Currency Committee, which held hearings on the matter, the measure has been mended to provide that Federal funds for initial come from the Reconstruc- tion Finance Corporation. The Federal funds would be retired as soon as membership stock subscrip- tions were sufficient to bring the capi- talization of the proposed banks to $150,000,000, it is pointed out. 40 Lots to Go at Auction. John W. Oehmann, building inspector.
