Children Faces Fight in Senate.” By terming the Jones bill to promote the health of mothers and children as particularly urgent in view of the “effects of the depression,” a majority | of the Senate Commerce Committee yesterday joined in reporting the measure and plan to make a fight for it on the floor i ‘The fight was sharply drawn in com- mittee as seven members filled a| minority report, opposing the bill on | the ground that a similas measure— | the Sheppard-Towner act passed several | years ago—has been of questionable| benefit; an unwise expense and an en- croachinent on the rights of the States. | The measure as reported would make its benefits apply to urban as well as rural localities. It calls for appropria- | tion of $500.000 for the fiscal year end- | ing June 30, 1933 and $1,000,000 for each year thereafter to be distributed among the States, with the require- rent that they match the funds and use them to co-operate with the Children's Bureau of the Labor De- partment in maternal and infancy health activities. “The widespread unemployment which has faced the United States since 1929, said_the majority report pre- pared by Senator Jones, Republican, Washington, sponsor of the bill, “brings | special danger to the health of mothers and babies. ‘While the proposed bill will not pro- vide food for either mothers or children it will educate mothers as to the foods |§ most essential for growth and it will | educate the communities in the neces- sity for seeing to it that mothers and children are given special protection | against the dangers of the depression ! period.” | ‘The minority report was prepared by | Senator Bingham, Republican, Connec- | ticut, and vAas_ signed by seven Sena- tors.
