Part of the funds | are to be used in making loans to sound banks whose collateral is not quite | eligible at the Federal Reserve banks, but, at the same time, is considered satisfactory for ordinary borrowing The corporation was formed last Oc- tober at the instance of President Hoover. Mortimer N. Buckner, its president, is chairman of the New York Trust Co. and also president of the New York clearing house. Loans to Be Refunded. Besides providing loans for the binks | that may be temporarily in need the initial call of th2 corporation will en- able it to refund loans to large banks which it has nego- { {in various localitics | tiated, without ordinary collateral, in recent wecks.
