SHORTLINEROADS ASKAIDOF HOVER Seek Fund of $100,000,000 for Loans and Repeal of Excess Profit Act. By the Associated Press. A four-point program, asking rellef * for the more than 500 short-line rail- roads in the United States, was laid befors President Hoover yesterday by 22 representatives of these roads. As an emergency measure the delega- tion asked the President to urge upon Congress a law providing a revolving fund of more than $100,000,000 out of which loans could be made to short-line roads. The second point asked repeal of the recapture clause of the interstate com- merce act, providing that one-half of all profits in excess of 6 per cent be turned over to the Government. { The third and fourth points asked Government regulation of bus and truck transportation, and the placing of in- land waterways affairs under the Inter- state Commerce Commission. Those present at the meeting with Mr. Hoover included seven railroad presidents, vice presidents or general managers of short lines in the Eastern region. Among these were J. V. Davis of Washington, vice president of the Washingfon & Old Dominion, and D, W.
