CHINATOWN ‘SHIFTS LOGATION New Center to Be Restricted Arca Near 7th and H Streets. ‘Washington's cclebrated Chinatown, located on lower Pennsylvania avenue for many years, soon will be confined to a restricted area in the neighbor- hood of Seventh and H streets, it was! indicated yesterday. ‘The beginning of the end of the present settlement was seen by observ- ers today in an announcement py at- torneys that the On Leon Tong mer- chants, 11 in number, had bought or leased buildings in the neighborhood of Seventh and H streets because they would be forced out of their present locations by the Federal building pro- gram. | Fight Invasion. H street property owners have per- fected a semi-offictal organization to fight the Chinese invasion on the theory that Occidental business would suffer. Leonard Block, attorney for the On |\ Leon Tong, declared today, however, the Chinese involved already had obtained a property right in the sites they want- ed. He predicied they would remain |R firm in their determination to exercise |\\ their lease rights. Observers said the H street merchants permitted the Chinese to “steal a march on them " They explained if the prop- erty owners had been induced not to do business with the Orientals they might have been excluded, but opponents of the Chinese now would be without 8 legal leg to stand on because the Con. stitution gives the Chinese as much right to engage in business where they see fit as it does native Americans. Move in Two Months. It was indicated the Chinese mer- chants would take over their H street quarters within two months. Meanwhile, leaders of the Hip Sing ‘Tong. smaller of the two better known Chinese fraternal organizations, de- clined to divulge their moving plans. The future of Washington's present Chinatown may depend a great deal on ‘whether members of the Hip Sing Tong follow their countrymen of the On Leon ‘Tong to the Seventh and H street neighborhood. While the entire situation remained more or less a matter of conjecture, some interested parties believed some Chinese merchants would take over widely scattered locations after aban- doning their present quarters.
