NEW YORK, September 3.—Charles Wallace Collins, former deputy control- ler cf the currency, warns that the Fed- eral Government may los2 all control of banking unless national banks are per- mitted to go into extensive branch banking, or all banks brought legally into the fcld of the Federal Reserve Bystem. In a book, “Rural Banking Reforms,"” | Mr. Collins reports the drop in influ- ence of the national banking system and the corresponding increase in promi- nence cf the State banks.
