MOSCOW, May 25.—To assist in rais- ing $55,000,000 for building workers’ houses in 1931, the government has ennounced it will levy a tax on employed and employing persons, exempting agri- cultural workers, the army, navy, police, students, pensioners and persons who have received honorary decorations. ‘The levy will be collected in June, July and August. It divides the tax- payers into five categories—first, work- ers, employes, writers, journalists and scientists: second, artisans and crafts- men who have no assistants: third, artisans and craftsmen having not more than three assistants; fourth, | owners of houses, and, fifth, owners| of industrial plants employing labor. All incomes over 75 rubles a month (about $37.50) will be taxed from 12 to 40 rubles; incomes over 250 rubles will pay from 30 to 135 rubles; incomes over | 300 rubles a month will be taxed from | 12 to 60 per cent. | M. 1.
