Hanutabturing and' Employ- ment Show Little Change, Reserve Review Says. BY EDWARD C. STONE. Whelesale prices continued to de- cline, money rates eased further, while | manufacturing activity and empln)-\ ment showed lit- tle change during the past month, according to the business and finan- cial review of the Federal Reserve Board, made pub- Jic today. The board’s sea- sonally adjusted industrial produc- tion index for the latter part of April_and most of May has increased to 89, compared with 82 at the low int last Decem- T, Sieel mill activity . declined, but consumption of cotton by domestic mills continued to increase, contrary to the usual seatonal movement, while there was a deocrease in unfilled orders for cotton cloth, which was only partly | seasonal in nature. Loans and investments of reporting members banks in leading cities de- | clined by about $150,000,000 between | April 1 and the middle of May, re- flecting substantial liquidation in loans on securities and in all other loans, largely commercial. This liquidation of Joans was offset in part by further large additions to the banks' invest- ments, which on May 13 were over |, $1,000,000,000 larger than at the be- ginning ‘of the yea Y ‘Currency Demand Increases. " Volume of reserve bank credit de- #ined somewhat in the six weeks end- ing on May 16. Confrary to the usual geasonal tendency, there was some further increase in currency demand for the period, reflecting chiefly bank- ing disturbances in the Middle West. Gold imports continued in considerable wolume and supplied the member banks with sufficient funds to meet the addi- tional demand for currency, and also to reduce somewhat the amount of peserve bank credit outstanding. Money rates declined to new low. Jevels during May. Rates on bankers’ Beceptances, which had declined from 1!z per cent in the middle of April to 11 per cent by the end of the month, were reduced 7 per cent by the 19th of May. Rates on commercial paper declined from a range of 2%;-21% to range of 2-21, per cent. Value of bulld\nz contracts awarded, ‘which fluctuates widely from month to month, declined considerably in April, according to the F. W. Dodge Corpora- tion, and decreases were reported in all the ‘leading classes of construction, In the first four months of the year total swards decreased 26 per cent from the eorresponding period of 1930, reflecting declines of 10 per cent for residential building, 17 per cent for public works and utilities, 25 per cent for educa- tdonal buildings, 43 per cent for facto- and 57 per cent for commercial ings, today’s report says. Uiose. s | tors. | the trading, the market worked steadily | through 164 to a new low for the bear | Heavy Losses Recorded by Leaders in Steady Price Decline. BY GEORGE T. HUGHES. Special Dispatch to The Star. NEW YORK, May 25.—Under a steady stream of offering the stock market to- day worked continuously lower, During the course of the session new lows for the bear movement were made by such typical issues as U. S. Steel, American Can, American _Telephone & Tele- graph, General Electric, Atchison and Union Pacific. Other stocks, one of which was Gen- eral Motors, held only fractionally above their extreme low. The decline was effected on small volume and with- } out special incident. Auburn Auto broke over 20 points, but that issue normally fluctuates over a wide range. For other stocks there were buyers at moderate concessions on the way down Just before the close there was a feeble rally, presumably on short covering The selling which depressed the mar- ket during the morning hours was plainly disheartened liquidation. Save in & few special cases it was not the result of fresh commitments for the de- cline. As a matter of fact, there was heavy short covering last week by pro- fessional operators in expectation of & ! sharp technical rally. Therefore the market foday was deprived of that, source of support. Left to itself, the! selling orders over the week end brought & generally lower scale of quotation: The most discouraging feature the lack of resistance in the railwa group. The flurry of strength iollow ing the announcement on Thursday that application would be made to the In- terstate Commerce Commission for an increase in rates. disappeared. Instead carrier shares were in supply and drifted downward.: Union Pacific sold at the lowest in five years, although the road is earning and paying the regular $10 dividend and is in an exceptionally strong position. However, from a specu- lative standpoint high-priced stocks are in as great disfavor today as they were | popular two years ago. Other new lows in the railway list were recorded by Chesapeake & Ohio and by Norfolk & Western. Atchison broke through 150 again, New Haven lost & couple of points and so did Chi- cago & Northwestern. Of course, there was nothing in the April earnings statements which came to hand to encourage buying, but it had been thought these staterhents had been dis- counted. The feature in the industrial 1list was the new low for United States Steel and the selling of General Mo- Remarks of President Farrell, broadcast, to the effect that trade re- vival was in sight, were no help to the market, which kept in mind his state- ment as to the difficulties most steel companies would have in earning pre- ferred dividends under present condi- tions. ‘Without change in the character of lower in the afternoon. NEW YORK, May 25.—Brokerage house market comment todey looked for further irregularity of stack prices, with the trend probably downward, Optnions include: Clark Williams & Co.—There is no doubt that many stocks are sclling far below their intrinsic values, but we do not lock for any material advance in the market until there is some favor- lopment of importance to ; ral, and further irregu- larity in prices is to be expected. We suggest that purchases be made only during reactionary periods and be con- fined to issues of representative com- panies which have accumulated sub- stantial cash equities in years of favor- able business operations. Smith, Graham & Rockwell.—Prob- abilities favor continuation of the down trend. Redmond & Co—We anticipate fur- ther irregularity during the coming week and look for many issues to reach new low levels before any sustained upturn takes places. Shields & Co.—The important con- sideration now in the stock market investment status of stocks. Buying for a rally has proved expensive in recent weeks and promises to remain dangerous for the immediate future, R. V. Hiscoe & Co.—There s hardly any question but that a “buyers’ strike” is in progress both in_the security markets and in industry. Retailers were helped some by the distribution of the soldiers’ bonus, but now that this buy- ing power is becoming exhausted, secur- ities of retall organizations are having to suffer pressure. A general consensus that wholesale commodity prices are as low as they are likely to go. but retail prices are expected to decline much further. BO Sl:ON WOOL MAiKET‘ BOSTON, May 25 (Special).—The present Iull in wool buying, in the opinion of dealers, is seasonal and due partly to the fact that manufacturers recently purchased sufficient wool to cover orders for finished goods. Busi- ness in fleeces has been spotty and con- fined to new wools, which are begin- ning to arrive here. The majority cof sales of territory wools are on original bags and prices show an easier tendency.
