Employment by one concern of more than 80,000 building trades workers on new home construction this year is re- ported today by Harvey L. Harris, gen- eral manager of the home construction division of Sears, Roebuck & Co., which last year built more than 2,500 new homes. Mr. Harris' estimate is based on an analysis of the labor employed by his company on residential construction last year, involving approximately 6,000,000 labor hours, and the expecta- tion that this figure may even be sur- passed this year. “Thirty-two men from the bullding trades are employed in the construction of the average home, an analysis of more thhan 2.500 home building opera- Mmu in 1930 indicates,” Mr. Harris “Residential construction nor- mhlly ‘represents between 40 and 50 per cent of the total contract awards for construction. Urges Stabilization. The application of the principle of timed public works is a duty which the civil engineer owes to society, said Gen. Marshall, discusing “Stabilization of Employment Through Long-Range Planning of Public Works.” Success of this plan, he pointed out, depends on the use of more scientific methods than have ever been employed. “Yardsticks or messuring devices to determine the several factors are es- sential,” Gen. Marshall continued. long-range planning into effect will re- quire statistics to show continuously the state of industry and employment. Unless deliberate plannting of public yorks is made and the plans and speci- fications are on the shelves ready for work to proceed, the remedy which this contemplates cannot be applied. Cites Present Proof. present depression amply proves this to be true. When depres- sions occur both public works and pri- vate construction fall off tremendously.
