RATURDAY, MAY 16, 1931. AUTO SPACE PROPOSED FOR NEW U. S. BUILDINGS Planning Commission Revives Question of Housing Cars by Recommending Provision in Buildings to Be Erected West of White House. ECOMMENDATION that plans for public buildings to be erected in the facilities within them for area west of the White House be drawn to include the storage of employes’ auto- mobiles is contained in a special report just made public by the National Capital Park and Planning Commission. Thus an old problem that has been confronting both employer end employe bobs up again in an official way calculated to result in consideration of automobile housing in the designing of some of the future Government building projects. Decision as to whether the recommendation will be followed rests with a number of Government agencies having to do with the Federal building program and with Congress, through its control over mppropriations The matter is regarded largely as one of policy, aside from the design- Ang of the projected structures to pro- vide automobile parking, because sur-| veys by experts have shown that available space in public streets in the congested area for the all-day parking of cars is far too limited to meet the demand. Exterision of the areas where parking is entirely banned. Wmnd zones where parking is restricted o brief periods further has lessened mvailable space reasonably close to thc buildings concerned. Alternative Is Offered. Parking facilities within buildings. #ither public or private, thus is offered As the alternative, unless the mass of iworkers are to depend upon mass transportation systems to take them to and from work. ‘The report of the Planning Commis- pion recommends that parking facili- ties be incorporated in the new Gov- ernment buildings to be erected in the section west of Eighteenth street, known as the Northwest Building Arca, wvhich includes the sites of the War and Navy Buildings and other pro- | posed public and quasi-public struc- tures. The new eommission report, in part, #tates: “The several units in the group of buildings should be self-contained as to parking. and _it is important that plans should be made to incorporate | within the buildings facilities for the | storage of automobiles.” | The recommendation was drafted in | accordance with a vote of the com-| fnission on March 20, it was stated in the publication issued this week. During the past week also local trade and civic leaders took note of the parking situation and at a con- | ference Wednesday expressed concern | over the matter, declaring that lack | of parking facilities in the new Gov- | fernment buildings would materially vate the ptoblem. | study will be given to the fuestion with respect to the area south { Pennsylvania avenue by the busi- | , hess group, which will meet again to oliscuss the problem. In the delibera- tions Wednesday, the group referred | extensively to the report on the park- ing and garage problem of Washington, prepared by Prof. Miller McClintock of the Erskine Bureau of Harvard | University. ‘The McClintock report pointed out that the transportation requirements of Governmeni. employes form one of the #nost_important and critical aspects of the local street traffic problem. The ¥eport predicted, also, that the problem | ‘would be greatly intensified in the near ture through the construction of the ngle group, under which thousands | Bf Government workers will be con- | :ncinhd in the central business dis- 23 Per Cent Own Autos. ‘The McClintock survey showed that Snore than 23 per cent of the Federal employes travel to work in their own automol . On_the estimate that pproximately 23,000 persons will be| housed in the triangle area, the report | pointed out that a daily requirement | of 5428 all-day parking spaces would | zesult. It was revealed also that in| the entire area bounded by Sixth,| Nineteenth, B and L streets, a total of | Jess than 10,000 parking spaces exist, mnd many of these must be used by the Imost 50 per cent of automobile users émunx the total persons recorded in he central business district. Asserting that these flrkmg de- ands could not be met alcng the curbs of the central area or ai any lace in the immediate vicinity of the ntral district, the McClintock report tated: “The automobile terminal roblem of the triangle group can be met directly and permanently solved “within the area itself With the exception of limited provi- “#on for parking of officials’ cars .in %one of the courtyards of the new In- jternal Revenue Building and similar Ingomar Place N.W. The parking provision developed in| the Internal Revenue Building, which | accommodates 70 automobiles entering the courtyard through vehicular con- nections with adjacent roadways, and descending to the basement level through means of ramps, lies the basis for a principle of automoible parking which might be included in all Govern- ment buildings in the area, the McClin- tock report pointed out. “The total employe demand for more than 5,000 parking spaces can be pro- vided within the triangle group as now designed with but a slight limitation pon available office space,” the report ctated. The - recommendation was made that garage facilities be incor- porated providing for storage space of approximately 1,000 cars in each.of the five bulldings comprising the group. 5411 Nebraska Ave. Chevy Chase, D.
