EUROPEAN UNION FIGHT EXPECTED Resumption of Session To- morrow Confronted by Rus- sian and Customs Rows. By the Associated Press. GENEVA, May 14.—A stormy session with Soviet Russia and the Austro-Ger- man Customs U-lon in the spotlight is forecast for the Commission on Eu- ropean Union, which resumes its work here tomorrow. It was only after four days hot debate that the European body asked the Soviets to join it, and then only for studying factors in the European eco-| nomic situation. Maxim Litvinoff, Soviet foreign minister, in replying cast some aspersions upon the spirit of the commission, and announced: “The Soviet government has decided to take' part in the forthcoming pro- ceedings of the commission.” Holds Russia Necessary. A European union, said Mr. Litvinoff, could hardly exclude Russia. He point- ed out that Russia in Europe constitutes nurly 45 per cent of European terri- tory; that Switzerland, which opposed Soviet participation in the commission, has only four-tenths of 1 per cent of Europe's srea, and Norway, another ob- Jector to the Soviets, amounts to only 3.1 per cent of geographical Europe. “It is incomprehensible and surpris- the Moscow commissar declared, t & group of European states should arrogate to themselves the right to de- cide on the admission or non-admis- slon of another group -of European 3!ates to 8 community which claims the title of ‘pan-European.’” ‘The Austro-German customs union will be introduced by Dr. Julius Curtius, German foreign minister.
