In a few words, the convention system of- fered itself to those possessing great political power as a means to the de- struction of the will and wish of the people. Drive Since World War. Since the days of extreme reactior, following the World War, there has been & most persistent drive to abolish the direct primary and return to the discredited convention system. This imovement has had the support of powertul interests. But the effort be- comes most active following each fail- ure at the polls of reactionary candi- dates, who have not been able to maks huge fortunes spent in their behalf turn the trick, as once it did, back in the good old convention days, when darkness, through lack of publicity, permitted a dollar to do things which would not stand the light of day. ‘With each disclosure of lavish out- ys of money used in primary cam- paigns there comes from politicians the cry of “down with the primary; let us go_back to the convention.” These politicians ascribe to the primary all and corruption which have been re- vealed in the past decade. Our hope lies, we are told, in a return to that un- sullied and respectable cavens system. Unfortunately for those politicians whose implements of political warfare were serjously dulled the advent of the primary, a fla angel bars American passage backward. In its light there is more ?any visible than ever before in our history the cause for opposition to the primary plan. The gold now being used in an effort to corrupt an electorate and to buy pub- lic office can be sgen and even counted, while back in the days of political in- nocence, for a return to which days politicians of the old school and some of our great malifactors of great wealth sigh, no one was even able to estimate the 'sums spent to tontrol the pure party cavens and dominate the guileless convention. There are those who are fond of referring to the convention system as the “good old days of deliberative as- sembles of party leaders, but those who had acquaintance and practical experi- ence with the convention systems will testify that the convention was as far from being a deliberative assembly as the old-time saloon was from being an institution for the uplift of mankind. Describes Old Conventions. Prof. Charles E. Merriam of the Uni- versity of Chicago, who has made a lifelong study of political science and has had practical experience in State, city and national politics, has well de- scribed the typical convention of the good old days. He says: “I remember in one year in my ter- ritory in the .second congressional dis- trict, with about 50,000 voters, they held & Republican caucus. Well, they held it in a hall seating perhaps three or four hundred people, and there were about three or four hundred or perhaps five or six hundred there. The question was the election of the delegates for the national convention. The chairman arose and called the meeting to order and somebody moved that delegates be elected and instructd for Mr. So-and-so, and somebody seconded the motion. A number of voices protested.
