LONDON, February 21.—Husbands who leave their wives penniless and be- queath their estates to charity, or to their mistresses, were denounc'd in the House of Commons yesterday by & woman member. She spoke to such good effect that a bill she advocated o prevent such bequests was carried < its second reading by 149 votes to 28. The proponent of this measure, aimed at bringing English law into conformity with that of America and most Euro- pean countries, was Miss El-anor Rath- bone, independent member for the com- bined English universities. Holds Latitude Dangerous. “In his lifetime a man is compelled to mak: provision for his wife and chil- dren,” she said. “Should death end those obligations?’ Miss Rathbone estimated that thou- sands of women are endangered by the }ntnude allowed testators by the present aw. “Suppose there are eight million mar- ried couples in England and Wales and one husband in every thousand is a really bad husband, a petty tyrant, a thoroughly careless and indifferent man, or merely 8 weak victim of a dis- solute woman. Then you have no fewer than 8000 unhappy wives who with their children are the unhappy victims of the kind of injustice this bill aims at remedying.” Fixes Rights to Claims. _ The bill provides that the widow is entitled to one-half of the net estate if there are no surviving children, or one- third of the income therefrom if there is a surviving child or children, the maximum income allowed being £2,500 (about $12,500) in case of a widow and £300 (bout. $1,500) for each minor child. At present there is nothing in English law to prevent a father from disinherit- ing both his wife and children. Parmalee, vice president of the Arling- ton-Fairfax Railway Co., declared that despite t;:et r;ecent lrlidum:?!. of his mm- pany would not oppose the abandonment of th: lines o(?hz Mount Vernon, Alexandria & Wi Railway Co. 1n Washington, it was still hoped that the former company could arrange to cross the Highway Bridge into the city. There is at the present time a com- mittee consisting of Dr. Parmale, Dr. Frank T. Stone, Ashton C. Jones, Harris Levy, S. W. Flagg and Guy N. Church, which is working out a plan for the continuation of the service of the line, he declared, “and regardless of what happens to the Mount V:rnon, Alex- andria and Washington lines, the Ar- lington-Fairfax Co. will continue to serve its patrons.” Calling attention to the fact that the Arlington-Fairfax Railway Co. is a com- munity line for the two counties, being owned and operated by citizens of both, Dr. Parmake declared that while “we need Washington, Washington also needs us, but it appears that there are some on the other side of the river who fail to see the situation as we do.” — AVALANCHE KILLS SEVEN BERN, Switzerland, February 20 (#). —A family of seven, including two chil- dren, was believed to have perished near Grisons yesterday when an ava- lanche, hurling down a mountainside, crushed a hotel and buried the debris under 20 feet of snow.
