A five-year plan calling for the under- taking of a $5,000,000 land reclamation program in Palestine will be submitted at the conference of the Jewish Na- tional Pund of America, which will be held today at the Willard Hotel. About 800 delegates will be in attendance. ‘The addresses of three noted Jewish leaders will feature the morning session which opens at 10 o'clock. They are Emanuel Neumann, Zionist leader and president of the Jewish National Pund: Dr. Stephen S. Wise, rabbi of the Free Synagogue of New York and Menahem Ussishkin _of Jerusalem, who arrived Here last December with an important message in behalf of the fund of which | he is international president. Effect of Plan Outlined. The plan which Mr. Ussushkin will present to the conference provides for acquisition aad reclamation of a con- siderable area of Palestine land on which larger opportunities for the Jewish settlers there would be created. ‘The co-operation of American Jewry in the carrying out of this project will be modeled after the action taken some time ago by the Jewish communities of | Canada, where $1.000,000 was pledged | for a similar enterprise; of South Africa, | Czechoslovakia, and in other countries, The greetings of the Jewish commu- | nity of Washington will be presented | today by Isidore Hershfield, chairman of the Washington Zionist District. Messages from Zionist leaders in Lon- don and in Jerusalem, including one from Dr. Chaim Weizman, the resigned resident of the Jewish Agency for lestine, will be read. Sessions Close This Evening. ‘The sessions will close this evening with a banquet given by the Washing- ton Zionist leaders in honor of visiting delegates, at the Willard at 8 o'clock. Dr. Wise, Rabbi Meyer Berlin of Jeru- salem, international president of the hi, the orthodox Zionist organi- Abraham Goldberg of New York, and Philip M. Raskin, will be the speakers, Mr. Neumann will act as toastmaster. A feature of the conference will be| an exhibition of Palestine art, shown | for the first time in this country. MIAMI, Fla., February 7.—Jouett Shouse, chairman of the National Dem- ocratic Executive Committee, told a Democratic rally here last night his party would guarantee legislation deal- ing with unemployment at the begin- ning of the next session of Congress unless this short session passes such ‘measures. “Unless this short session of Con- gress passes the measures that embody the basic program of the Wagner bills, 1 can assure you that the Democratic party will guarantee that legislation at the very beginning of the next session,” Shouse said. “In two great departments of the Government. the Post Office Depart- ment and the Navy Department, call- ing upon private capital with one breath to maintain its personnel, he has with the next breath given orders to lay off every man possible, and they have been laid off literally by the tens of thousands. “Just as surely as we are here we are coming to a five-day week in America; and, in my view, the Govern- ment of the United States should set the example by the establishment of a five-day week for its own employes.” Regarding prohibition, Shouse said: “The Democratic party must face squarely and honestly the prohibition question. I do not attempt to predict ‘what its position will be. States whose delegates will represent a majority of the next national convention have al- ready declared for some change in ex- isting conditions and if that means go- ing wet, then the Democratic party has _already gone wet.
