IRVING E. MOYER DIES AT RIVERDALE HOME Special Dispatch to The Star. RIVERDALE, Md., February fi—lrv- ing Eugene Moyer, 47, brother of J. J. Moyer and the late Annie B. Moyer of Luray, Va., died last night at his home on Magruder avenue here. Mr. Moyer had been employed as an inspector by the Washington Suburban Sanitary Commission for the past 18 years. Pneumonia was the cause of death. He is survived by his widow, who be- fore her marriage was Miss Amber Goodwin of Baltimore, and a daughter, Ruth Virginia Moyer, 9 years old. Arrangements for the funeral of Dr. Charles F. Carusi, president of the Board of Education and chancellor of National University, who died at Jack- sonville. Fla., early yesterday, will be completed tonight following the return to the Capital of Mrs. Marje Cassin Carusi, his widow, who today is en route home with her husband’s body. Mrs. Carusi and her son-in-law, Col. Emmanuel Lombard, military attache of the French embassy here, who left Washington to join the Carusi’s two hours before Dr. Carusi died, left Jack- sonville with the doctor's body at 9 o'clock last night. The party will reach Washington at 5:50 o'clock this after- noon, Services May Be Monday. ‘Tentative plans for Dr. Carusi's fu- neral have been made by Mme. Lom- bard, his daughter, and other members of his famiy here, and confirmation is awaited by Mrs. Carusi. Funeral serv- ices probably will be conducted Monday morning, however, at St. Matthew's Catholic Church. Although he held membership in the Masonic order, Dr. Carusi, a former Catholic, re-embraced his religion several hours before his death and he received the last rites of the Catholic church. Burial will be in Arlington National Cemetery, it Dr. Carusi's own wisl are carried out. He was a member of the United States Volunteers in action in Cuba during the Spanish-American War. News of Dr. Carusi's death had scarcely begun to filter throughout the Capital before expressions of official, professional and personal loss were being voiced. ~Dr. Frank W. Ballou, | superintendent of schools, who was per- haps the most intimate associate of the beloved School Board head in the field of public education, called a meet- ing of the school officers as soon as they reached the Franklin Administra. tion Building for the day yesterday. The officers immediately agreed on the official mourning of the school system. Dr. Ballou, himself deeply moved, issued a statement in which he ex-| pressed shock at news of his friend’s death. “Dr. Carusi brought to his position as president of the Board of Education a broad academic training and interest, a thoroughly trained mind from an ex- tended study and practice of law, and an intense interest in the problems and responsibilities of the Board of Educa: tion for the development and main- tenance of an efficient system of edu- caticn in his native city,” Dr. Ballou's statement continued. “The members of the Board of Edu- cation uniformly respected and valued his leadership. In his passing the su- perintendent has lost a wise counselor and ever helpful associate in school matters and a warm personal friend. Dr. Ballou’s statement preceded the formal expressions of loss which the school board itself adopted in a special meeting which was called as soon as word of its leader’s death was received. Harry O. Hine, secretary of the school board, whose official position kept him in almost daily contact with Dr. Carusi, made a statement in which he asserted that “the field of educaion generally, and that of public education in Wash- ington in particular, has sustained a severe loss” in the death of the School Board president. “His talents as a lawyer,” Mr. Hine declared, “his skill as an administrator in educational matters, his wide knowl- edge of Washington and its needs, coupled with dee‘)‘lymplthy and altru- ism, have particularly fitted him for the leadership he attaired. His intellec- tual worth and zeal won for him the re- spect and co-operation of his associates in the Board of Education. There was a definite challenge to such co-opera- tion in their contact with a life dedi- cated to the advancement of education. Judge Wheat Adjourns Court. “With his democratic instincts no president of the Board of Education displayed so great a concern for the individual teacher or other school em- ploye. Within the past year President board approved, that every employe of the school system may have his ‘day in court’ for the protection of his indivi- dual interests. Every one in the school system could count on Dr. Carusi as a friend. “As secretary of the Board of Edu- cation, I may say my contacts with President Carusi z:re very close, being almost brotherly character. There was an unfailing courtesy, a personal kindliness that rendered easier many arduous official tasks. No one could come in intimate touch with President Carusi without an acceleration of spirit and a desire to do the job just a little better than before.” Judge Alfred Wheat, chiet justice Columbia, ordered a brief formal adjournment of court out of respect to Dr. Carusi on the motion of Mr, Hoover, president of the bar association.
