PARIS, February 4.—After 22 years the King of Italy, Victor Emanuel, | agreed upon by France and Mexico -s;‘ an arbiter to determine ownership of | y, d-solate Clipperton Rock, Pacific | n island, has found against Mexico | and awarded the sland to France. His _decision, filed yesterday at the Quai D'Orsay, rules that the Mexican government, which has kept a small garrison of men there since 1897, must | quit the island and surrender sovereign- | ty to the French government. 870 Miles Off Coast. Clipperton Rock lies 870 miles off the west coast of Mexico in latitude 10 north, and its sole importance, it ap- pears now, is that eventually it might be used as a seaplane base. It is of | coral structure, and low except for one point, 170 feet high. It incloses & dagoon. The island was afinexed by France in 1857. A party of Americans later in- stalled themselves, but upon represen- | tations by France Washington recog- nized French sovereignty in 1897. In| that same year Mexico, governed by Porfirlo Diaz, claimed and seized the island. In 1908 Diaz agreed to submit the | ownership of the tiny plot to the arbi- tration of the King of Italy and abide his decision. Forgotten During Fighting. About 12 years ago, during one of the | acute periods of the Mexican revolution- ary struggles, the matter of sending supplies to Clipperton Rock was not at- tended to and all of the garrison there, with the exception of one man, died of starvation. Roused by | the voices of the men, Glosson came downstairs from the rooms where he lives, shot Nichols through the head and wounded Kiefer in the abdomen. In the ensuing scuffle, Estride stabbed Kiefer in the breast with a knife, and Glosson beat him on the head. Kiefer was taken to the city hospital in a dying condition.
