NANKING, China, January 2.—A preliminary _agreement betwsen the native government and the Commercial Pacific Cable Co. granting the latter a Janding license in China and continua- tion of its transpacific cable service for 10 Styles snother 14 years was signed here Tues- €ar. W. J. Deegan of New York, vice pres- ident of the cable company, and offi- cials of the communications ministry signed the agreement, details of which awzit further consideration between the principals. The agreement gives the government an equel voice with the cable company in administering the relationship of the company with the Chinese public. Technical operations remain in the c-mpany’s hands. In the event of a dispute between the principals the agreement provides for a scttlement through mutually agreesble negotiators. The company agreed to pay a terminal tax to the government approximately 15 per cent greater than under previous arrange- ments. There will be no change in rates. The agreement, terminating negotia- tions lasting all year, apparently con- stitutes a measure of success for the Nationalist government in its long cam- paign to gain control of international communication. facilities touching China. An agreement between China and Japan restoring to the former the op- eration of the Tsingtao end of the Tsdinmo-suebo cable also was signed today.
