One-half of the United States stand %0 lose portions of their precious broad- casting facilities, while t.hje ot‘tlller half correspondingly would enjoy increases in stations, under a sweeping plan for compliance with the radio law requir- ing equal distribution of broadcasting proposed by Federal Radio Commis- sioner Willlam D. L. Starbuck. In a resolution that would definitely commit the Radio Commission to & policy of equalization of broadcasting facilities according to population, the New York tommissioner proposes that the door be perpetually closed to States which now have excessive stations, bl hours of operation. And those tates delinquent in broadcasting facili- ties would be accorded their proportional 'es. ‘Wants Gradual Change. Starbuck says he is not seeking a “violent readjustment” of station assign- ments to bring about the required equality. He believes that his plan of ourtailing facilitles in ‘“over-quota” Btates and increasing them in States ties. Briefly, Starbuck’s proposal whenever applications are received for increased facilities from an under-quota State for facilities in an over-quota State or zone that it shall be granted. The conditions, however, are that the application from the under-quota State must conform with engineering prin- ;lglu and be “in the public interest.” Te would be no alternative if these conditions were met. Another Plan Proposed. Commissioner Ira E. Robinson served notice more than a week ago that he will introduce a resolution having to do with equal distribution of facilities. His plan will call for the mere boost- ing of facilities in under-quota States without molesting, for the time being, the 23 over-quota States. Trouble aplenty will result from any attempt arbitrarily to reduce facilities in these areas having more than their share, he holds. The resolution probably will be offered in the next day or so.
