CHICAGO, October 18.—Money con- ditions affecting home ownership have | been disclosed in a survey conducted by the Mortgage Bankers' America among members in 33 States, | who report as follows concerning first mortgage lending operations in their | territories: The average rate of interest on fllst mortgage loans on both city and f; properties ranges at present from i r o cent to 6 per cent, little variation g been noted throughout the years l”l 1919 and 1930. The supply of first mortgage money for new loans is at present adequate to meet the needs of practically ail terri- | tories, with some localities reporting a supply somewhat in excess of normal | demands. A noticeable improvement in the ac- tivity of the. city and farm real estate market has been noted throughout the{ year in a number of territories. Very | few localities report any appreciable decline in 1930 real estate transactions | as compared with 1929, City and farm real estate occupancy | figures show a steady improvement so | far in 1930. A diminishing number of foreclosures and delinquencies reported by banks and mortgage companies indicates that & desirable point of stabilization is being realized. PUBLIC INDIFFERENCE TO FIRE LOSS CLAIMED A total personal fire “tax” of $10 is levied annually upon every man, woman and child in this country, says the Hol- land Institute. This “tax’ based on an annual per capita fire loss of $5 and the cost of fire protection in a similar amount. According to the institute, the man in the street is indifferent to fire pre- “vention, in general terms, because he does not realize that fire loss at some distant point actually costs him some- thing. The $10 per capita charge, how- ever, the institute contends, is an in- direct tax that is included in the price of each of the thousand and one com- modities which go through the regular channels of trade.
