HE President and Mrs. Hoover will be hosts to a large company this afternoon at 5 o'clock, when they will receive in the blue room the delegates to the In- wmlflonll Road Congress and their 'The President and Mrs. Hoover have a8 their guests at the White House Senator Henry J. Allen of Kansas and the United States Ambassador to Bel- glum, Mr. Hugh Gibson. The Secretary of State, Mr. Stimson, was host at a reception for delegates from many lands attending the sixth International Permanent Road Congress at the Pan-American Union last eve- ning. Ismail will receive from 5 to 7 o'clock, ahd their guests will number between 250 and 300. They will be assisted through the afternoon by members of the legation staff, and an orchestra will play Oriental music during the reception hours.
