Free Parking Opposite 8th Street Entrance Number et R NAtional Ex:Employe Shoots Woman Second Floor T g e e R ifter Forcing Her to Write Paper for $300. By the Associated Press CARSON CITY, Mich., August 21— State police and county officers today held the confession of William H. Da- vis, 25, that he killed his former em- ployer, Mrs. Doris Loree, 59-year-old widow, after forcing her to write two | checks for a total of $300 One of the checks—for $200—was eashed by him, Davis admitted (o Sher- { #ff Francis M. Waldo and State police. | ‘The other was found in his posse: | the officers said, when he was arrested as he returned to his home near here last night after an all-day visit to| Grand Rapids The cashing of the check at a bank tn the village of Fenwick late Tuesday | afternoon quickly put officers on the ! trail of Davis. The check was cashed before the body of Mrs. Loree vas found last night in her farm home 5 miles from here. The check was identi- fled as that corresponding to a stub made out to “J. Smith” in the check- book which lay on a table in front of the body. A pen was still in her hand | when the woman was shot. Davis confessed, officers said, that he | was prompted to commit the crime by a debt of $82 on his automobile, for which he was being pressed by a finance | company. He was quoted as saying that he tcok his mother, father and sweetheart with him to Grand Rapids | yesterday and made the payment { The prisoner told officers, they said. that he shot Mrs. Loree to prevent her stqpping payment on the checks. YARDSTICK METHOD | TURNS TOPSY-TURVY| R A | Effort to Evaluate Broadcasting Facilities Is Upset by Popu- lation Census. The yardstick method of evaluating | broadeasting facilities, over which the Federal radio authorities worked so 1aboriously, has been turned topsy-turvy by _the population census. Distribution of broadcasting facilities among the States and the five radio wones has been computed by the Fed- eral Radio Commission on the basis of the estimated population of 1928 and was completed only a few weeks ago. Now with the new preliminary census figures &vailable, the proportions of fa- cilities accorded esch State in relation to its population dre no longer com- petent or correct. Consequently the commission will have to realign its en- tire chart of station distribution. But thess shifts merely will be on paper for the present. States which in- creased in population and had more than their shares of stations, hours of operation and power under the 1928 figures will benefit. On the other hand, States which showed declines in popu- lation and were lacking in facilities will go_farther in the rut—on paper. The commission, however, is required by law to effect an equal distribution of facilities, so far as is technically pos- sible, among the States and the zones, according to population. If it adheres to the letter of the law it must realign the stations themselves and not pawns. ‘There never has been this equality, but the commission constantly has that aim | in view. | All three of the sore spots in radio— the States of California, New York and Ilinois—are salved somewhat under the new population figures. That is because each State showed gains. There are few drastic deviations in facilities under the new populations, but practically every State will have some changes. In any event, the commission must frevise its yardstick, or “unit system,” by ‘which it measures the facilities of States and zones, but, because the population figures now available are only prelim- inary, the commission has not yet sanc- tioned a revision of its unit system.
