LONDON, June 26.—Lord Passfield, Ininister for colonies, yesterday told the House of Lords that the situation in Malta at present is at a deadlock be- tween the British government and the Vatican. ‘The colonial minister said the Vati- an had stipulated that Lord Strickland, premier of Malta, should not remain in office, “It would be intolerable,” he said, “that any foreign authority, even the Vatican, should say that it could not endure the presence in his majesty's service of any perticular person. \ “The British government on its side hag informed the Vatican that a re- sumption of negotiations must be con- ditional on order: ercise political rights.” These instructions, he said, had not as yet been given by the Vatican. Rear Admiral William D. Leahy, chief of the Bureau of Ordnance, will inspect the new ammunition depot now nearing completion at Hawthorne, Nev., and the magazine under construction at the navy yard, Mare Island, Calif. Explo- sive storage conditions will be investi- gated by Admiral Leahy at Bremerton, Wash., and San Diego, Calif. He is slated to return to Washington at the end of July. Rear Admiral G. H. Rock, chief of the Bureau of Construction and Repair, Navy Department, will leave Washing- ton tonight to inspect the building and yards on an take him to lonolula. Rear Admiral A. L. Parsons, chief of the Bureau of Yards and Rocks, and Rear Admiral Joseph H.
