LONDON, April 2.—The British Labor government is making a determined drive at the slums in England and in Scotland. A bill will be introduced in the House of Commons shortly which seeks to provide better homes for the dwellers on the streets, “where hope has The bill would extend the powers of the municipal authorities to cope with conditions which should be remedied. It would make provision for a con- tinuous program of house building for relief of slum conditions. Grants to municipalities would be required to see that those who were transfetred from the present slums to new houses would be given their homes at reasonable rentals. The aged and poor would be given special assistance in housing. The slums will be cleared by requir- ing the owners to demolish buildings or by purchase by t,he municipal authority as the case may be. Onm the order to demolish becomes operative, should the owner fail to act the local authority would be empowered to clear the slums and recover the cost from the owner.
