A—14 * MTADDEN SCORES WAR FINANCE PLAN House Member Charges Dawes and Young Plans Signed Under Duress. BY JOHN F. SINCLAIR. Special Dispatch to The Star. NEW YORK, March 29.—The peace ! treaty, the Dawes plan, and the Young plan—all were signed under duress! Any lcgal instrument signed under duress is void. ! This is substan- tially what Repre- sentative Louis T. McFadden of Penn- vlvania, chairman of the banking and currency commit- tee of the national House of Repre- sentatives, charges! Coming from such source, the as- cannot be a sertion ignored. Not since the war has a more vigorous attack been made upon the machinery and methods of Inter- national finance than that launched by Chairman McFadden this week. “I am told” he said, “that the signature of France to the Young pact was secured by the promise that that country would receive $200,000,000 out of the first flotation of reparation bonds.” Then Mr. McFadden intimates that the major portion of this sum is to be used to refund loans France made through J. P. Morgan & Co. The chairman of the banking and currency committee of the House of Representatives does not think well of the Bank of International Settlements, which, he says, is & deliberate attempt “to entangle the United States in Eu- ropean affairs.” He believes that the United States will absorb five or six billion dollars’ worth of German reparation bonds dur- ing the next five or six years, and he asks this question: “Why should the people of the United States assume the debt that is now owed by Germany to the European al- lied countries, particularly when the Jegality of these bonds is seriously ques- tioned?” Germany is clearing the decks for ac- tion. The 50-year working arrange- ment between the Hamburg-American and the German Lloyd Lines for the joint operation of their two fleets, is far-reaching. Ninety per cent of the entire German merchant marine will be under one management, overheads will be cut and waste and duplication will be eliminated, although both cor- porations will keep their corporate iden- tities. Is Germany again attempting to wrestle the mercantile supremacy of the seas from Great Britain? Her recent accomplishment of putting on the Bremen and the Europa, the two fastest passenger ships afloat today, is a severe challenge at least. “In Germany our national prosperity 13 greatly dependent on our trade with the rest of the world,” said Ernest Glaessel, director general of the North German Lloyd Line, in discussing the merger. “The merger was not born of any antagonism between the ports of Bremen and Hamburg. It was an ef- fort to reduce overheads and to elim- inate as much waste as possible. World trade means much to Germany. She cannot live without it.” Germany has started again her drive for her share in world trade. Rep. L. T. McFadden. It's not many years ago since Thomas H. McInnerney of Chicago bought a ticket to New York and tried to pe suade Wall Street to loan him $5,000, 000 for the development of the dairy industry. He cooled his feet in many Wall Street private offices before one of them offered him a million dollars “to get | rid of him.” But Tom refused the offer as too small, returned to Chicago and started over again. He was determined. He insisted that there was a big busi- ness in milk and butter and ice cream, that the bankers of New York would eventually see it. They did—in time. Now comes the announcement that the National Dairy Products Corpora- tion, of which McInnerney is the presi- dent, is planning to increase its capital stock from 6,000,000 to 10,000,000 shares. ‘With net sales of over $300,000,000 for 1929, gross profits of $24,000.000 and with total income above $26,000,000 and net profits about $21,000,000, no one, not even Wall Street, smiles at Mc- Innerney now. His sales for the first two months of 1930 are ahead of the corresponding period of 1929, and he is expanding his company almost to twice its present size to provide for the growth that is taking place every month, ‘The company today has 31,074 stock- holders, as against 9,929 stockholders at the end of 1928. Last year the company entered the cities of Washington, Wilmington, Hart- ford, Buffalo, Detroit, Akron, Toledo, Cincinnati, Peoria and Louisville. And the foreign field will receive at- tention as soon as the American situa- tion is covered adequately. The report of the Pennroad Corpora tion, a holding company associated with the Pennsylvania system, just_issued, shows that the Pennsylvania Railroad has a working or majority control of 11,359 miles of raflroad outside of the 10,466 miles of its own system. These include the Wabash, with 2,524 miles; the Lehigh Valley, 2,242 miles; the New Haven, 2,130 miles; the Boston & Maine, 2,111 miles; the Nor- folk & Western, 1,364 miles; the De- troit, Toledo & Ironton, 495 miles; the Pittsburgh & West Virginia, 89 miles, < and the Long Island, 404 miles. But this does not include the Sea- board Air Line, which has 4,500 miles, in which the Pennroad Corporation has recently bought a considerable holding. C, BOND PRICES GAIN INBETTER BUYING Market Resumes Advance as Demand for Senior Issues Is Renewed. By F. H. RICHARDSON. Special Dispatch to The Star. NEW YORK, March 29—After the halt in its forward progress during the past four days, the investment mar- ket resumed its advance today. The normal demand for investments had absorbed most of the better grade offerings put out in the past two weeks and as a consequence it was the prime group that benefitted most today as buyers turned to outstanding issues. In- stitutional and corporation demand was also reported strong. United States Government obliga- tions were quiet but those issues that did sell moved upward by small frac- tions. Legal rails, such as Atchison General 4s, Pennsylvania 4l5s and Union Pacific first 4s, pursued the same course and the prime public utility and industrial group was strong under the leadership of American Telephone 555, Standard Oil of New York 415s, Stand- ard Oil of New Jersey 5s and Phila- delphia Co. 5s. Department store sales for February were 3 per cent smaller than in the cor- responding month a yvear ago, according to reports to the Federal Reserve Sys- tem from 654 stores in 274 cities. Total sales from January 1 to February 28 were 4 per cent smaller this year than last year. They are up 3 per cent for the month and 2 per cent for the first two months of the present year. Local District Leads Country, It will be noted that the local reserve district leads the whole country in Feb- ruary business. The Boston area was the only other section of the country to report a gain over February, 1929, that being but 1 per cent. The other 10 dis- tricts either reported the same business as last year or a falling off of an aver- age of 3 per cent. The Reserve Board also reported on trade in individual cities. Washington gained 2 per cent for February and 2 per cent for the first two months of the year against the corresponding periods last year. Baltimore sales were up 7 per cent in both periods. Atlanta was off 1 per_cent in February, New Orleans off 4, Chattanooga up 4 and Memphis off 2 per cent. As the above tabulation shows, most of the other individual cities were down on sales for the month. C. & 0.
