OFFGALS STUDY AMENDED AR COD Would Restrict Flying Over Air Space Reservations Under Revision. Officials of the aeronautics branch of | the Department of Commerce are draft- | ing amendments to the. air commerce regulations to povern the operation of | aircraft over air space reservations, set aside for purposes of national defense | or for the manufacturing or storage of high explosives, according to an an- nouncement. ‘The amendments will be in line with recommendations of a special commit- tee created by the Department of Com- merce. The President has appointed a | board composed of the three members | of tke “air cabinet”—Clarence M. Young, 'Assistant Secretary of Com- merce for Aeronautics; F. Trubee Davi- son, Assistant Secretary of War for Aeronautics, and David S. Ingalls, As- sistant Secretary of the Navy for Aero- for air space reservations. ‘The committee has recommended that | only two classes of air space reserva-| tions be recognized. There are reserva- | tions set aside by Executive order and certified high explosive danger areas. The committee urged that in the in- | terest of air navigation and the devel- | opment of air transportation such re-| stricted areas be held to a minimum consistent with actual requirements, and that each case be considered on its merits alone. High-explosive areas over which fly- ing must be restricted for safety must be marked with distinctive day and night warning signals, conforming with | standards to be promulgated by the Secretary of Commerce, the committee made the people think. MIAMI, Fla, March 24 (P).—The yacht Nourmahal, owned by Vincent Astor, salled last night with the owner and a group of scientists for a month’s cruise of the Galapagos Islands, Pa- cific group, in search of new species of plant and animal life. Mr. Astor and members of the party arrived here late yesterday and proceeded directly to the yacht. The scientists expect to assemble plant and animal life of Indefatigable Island, one of the little known members of the Galapagos Toup.
