HUGHES. Although not covering its dividend by any wide margin in recent years, the common stock of the Illinois Central Rallroad well deserves an investment rating. The Illinois Central is one of the few roads that never went through reorganization, It has paid dividends on its capital stock at one rate or an- other without interruption for 70 years, a remarkable record. Bonds of the Illinois Central sell on rely investment basis and are held gu financial institutions and large ca) italists. Its preferred stock sells on market appraisal of the value of the conversion privilege. The preferred is th | entitled to non-cumulative dividends at the rate of 6 per cent annually and is convertible n?he holders’ option into common stock, share for share. The present dividend rate on the common is 7 per cent. The stock sells within a narrow market -range, with little or no speculative interest, and at a price to yield between 5 and 5%, per cent. The capital structure is not ideal be- eause of the heavy preponderance of | B0 bonds, but is a conservative measure of the property value. In the matter of territory served, the Illinois Central is the most important North and South line and its future is bound up with the prosperity of the States covered and with that of the railroads as a whole. It has the same motor competition, par- ticularly in the point of passengers car- ried, that the other railroads have. It depends in a large measure on the movement of bituminous coal, and all these details should be taken intp con- sideration by prospective investors in stock. In the Interstate Commerce Commis- sion consolidation plan the Illinois Cen- tral keeps what it has and receives, in addition, the St. Louis Southwestern, which is one of the prosperous smaller carriessy FOREIGN EXCHANGE. Group Strong. BY F. H. RICHARDSON. Special Dispatch to The Star. NEW YORK, March 21.—After an extremely active and higher ngenln:, the bond market today eased off both in volume and price strength. It was still a heavy trading day, however, and prices maintained their high levels in most cases. As is so often the case after a pro- longed and steady rise such as the bond market has had for the past two weeks, the buying became selective. Certain issues were pushed forward to parity with the rest of the list, while others that had been most active on Thursday were quiet at unchanged prices. The largest of the new offering was the $40,000,000 Royal Dutch issue of 4 per cent debentures with warrants. % | These were priced at 8915, as’ forecast on Thursday. When admitted to trad- ing on the Curb Exchange they apened at 901, went to 90% and later were turned over in moderate volume around 90%. Other new issues included $15,- 000,000 Chicago, Milwaukee and St. Paul Railroad 4% per cent mor! bonds, series F. They were priced at 100'> and continued to sell at a frac- tional premium in curb trading. The feature of the day in po!nt of activity was the foreign department. There were some declines here, but taey were nearly all in issues that had reached their high prices for the year and were affected by profit-taking in small volume. Other issues, notably the South American and Central Eu- actively ropeans _descriptions, were bought at steadily rising values. Brazil 614s were up 12 points, Sao Paulo 6s gained 2 points, Peru 6s gained a point and Antioquia “A” 7s reached a new top with a 1 point advance. Ad- vances were made by Cologne 6%%s, Greek 6s, Lautaro: Nitrate 6s, Bwitzer- land 5%5s, Vienna 6s and Warsaw 7s. It was pointed out in connection with the continued s of foreign dol- lar credits that the supply has been considerably reduced.
