By the Associated Press. VATICAN CITY, February 10.—Car- dinal Pacelli today formally took over the office of secretary of state for the Vatican State. He was received by Pope Pius early this morning and im- mediately thereafter commenced his mghamru" relieving Cardinal dinal retary of state, under whose tenure the Lateran treaties establishing the peace of the Holy See and the Italian State, were consummated. Retires on Treaty Anniversary. Cardinal Gasparri’s retirement came on the eve of the first anniversary of the signing of the Lateran accord. Just as the signing of the Lateran accord marked a tremendous step forward in the relations of the Holy See and the Quirinal, so the past year had seemed to clear up many of the misunderstand- between the two governments, a situation largely credited to the out- going cardinal. Cardinal Pacelli until recently has been papal nuncio at Berlin. While there he made a notable record for himself as a diplomat. He returned to Rome recently to be made a cardi- nal and remained to learn something of the office which Cardinal Gasparri wished to be relieved of because of in- creasing age and poor health. Cardinal Gasparri was made secretary of state for the Vatican in 1914, after his creation as cardinal in 1907. He is 67 years old, whereas the incoming secretary, Cardinal Pacelli, is only a little more than 50. Office Ranks Next to Pope. ‘The office of paal secretary of state probably is the most important in the Vatican government organization aside from that of the Pontiff himself. With- out arms or force the papal secretary of state must safeguard the rights of Catholics as Catholics everywhere, must understand local conditions and na- tional customs, rights and prejudices. Much of the detail, which, because of its wolume, must escape the eye of the Pontiff, is handled by the office Cardi- nal Pacelll assumed today. COAST GUARD RESCUES WOMAN FROM ICE RAFT Haul Boat a Half Mile to Where It Can Be Launched to Save Her From Lake Michigan. By the Assoclated Press. Reid will return to the Nanuk with gasoline supplies for three other Amer- ican planes and two Russian planes there, and with food supplies for the Nanuk. CHICAGO, February 10.—Old man interest has stacked his burden of $8,- 500,000 against the replenishment of Chicago’s and Cook County's debt-filled account books. Bearing interest from 4 to 6 per cent, there is outstanding at the present time a total of $185,393,282 in tax warrants— part of which should have been re- deemed by the still uncollected 1928 taxes. It is estimated that the 1928 tax money will not be forthcoming until June, due to the delay in reassessment, and on this basis, officials place the total interest bill at around $12,000,000. About the only development of note in the situation was still stronger- voiced opposition to the relief commit- tee headed by Silas H. Strawn. This came chiefly from H. Wallace Caldwell, president of the school board, whose excursion to New York to find a buyer for $48,000,000 forth of tax war- rants was still unsuccessful.
