A voluntary militia system is being substituted. The government is giving | special encouragement to the air force, which, because of Australia’s tremen- dous coast line, is regarded as of su- preme importance. ‘The system was introduced by the first federal Labor government when it came into power 20 years ago. Andrew Fisher, prime minister of that cabinet, was responsible for it, and was loudly acclaimed for. having hit upon an er- ficlent and economical system. But about midway of tht Great Wat the Labor government gave place tu a coalition headed by W. M. Hughes. TThe latter, faced with a serious shortage | in recruiting for the Australian forces in Prance and elsewhere. moved to in- troduce conscription, declaring it to be ‘ln logical coerollary of compulsory tralu- L-bor, never, as a party, an en- thusiastic supporter of Australian pai- ticipation in the war, was at once aflame with indignation and hostility. A refendum on the subject was hela, with Labor winning in a bitter cam- paign. Again more than a year later, when there was another perilous short- age of troops at the front, Hugnes 1 held another referendum on the sub- ject. Once more Labor's hostility de- feated conscription. From that time Labor has had an undisguised lntl~mlmary pullc)’. Super- Speeded Speech ‘The voice of a man engaged in ordi- nary conversation has been speeded up until it becomes a high-pitched musical phrase. This has been done by John B. Taylor of the General Electric Co. at Schenectady, N. Y. Super-speeded speech is made by greatly increasing the rate at which normally recorded speech is reproduced. A talking film sound track of a man's voice is first reproduced at normal speed with its low, throbbing pitch and then at the increased speed at which the reproducing apparatus is operated and the voice comes through at a higher pitch and much clearer.
