FUND AVAILABLE FOR NEW BUILDING " Carnegie Corporation Appro- priates $200,000 for Pan- American Union Program. The Carnegie Corporation has appro- priated $200,000 for the construction m of the Pan-American Union ere and an additional $300,000 is avail- able from the same source if the con- struction is begun by October 30, 1930, it was announced at the meeting of the board of governors of the Pan-Amer- ican Union yesterday by Secretary of State Henry L. Stimson, chairman of the board. Rowe, to co-operate with the Carnegie Insti- tution of Washington in the scientific investigation to be undertaken by that body of the historical, demographic, ethnological and migratory problems of the human groups of the Western Hemisphere, The governing board also approved the program of the Pan-American Con- | gress of Municipalities which will meet at Havana, Cuba, in 1931, following a preparatory meeting in Boston some time during the present year. A resolution of sympathy on the occasion of the death of Federico Al- fonzo Pezet, former Ambassador of Peru and former member of the gov- erning board of the Pan-American Union, was also adopted. Platt Hodges Birch, 43 years old, as- | sistant superintendent of the general supply committee of the United States Trasury Department, which has charge of drawing up and standardizing con- tracts for the purchase of supplies for the various governmental departments and disposing of surplus material, died at his home, 857 Van Buren street, early last evening after an iliness of six months. Mr. Birch had held sev- eral other important positions curing some 17 years in the Government service. One of his first positions of im-| portance was that of a member of | the special economy committee ap. | pointed by President Taft. He ]s}lrr[ served as supply clerk for the Post | Office Department, and during the | | World War was assistant purchasing | agent for the food administration at the request of President Hoover, who then headed that agency of the Gov- ernment. Mr. Birch was a native of this city | and widely known here. Active in the Masonic fraternity, he was past master of Osiris Lodge, No. 26, F. A. A. M., of “On the tables which he was secretary at the time of his death; was a past patron of St. John's Lodge Chapter of the Order of the Eastern Star, and a member of Almas Temple of the Mystic Shrine. Savage Is Host to More Than 200 at Evans Elks Lodge. Joy was brought to more than 200 colored children of Fairmount Heights and vicinity last night by Thomas J. Savage of the 5300 block of Gay street, who entertained them for the seventh consecutive New Year frolic at the hali of the Bruce Evans Lodge of Elks of the World, on Sixty-first strest north- east. ‘The host, a Pullman employe, has done much to imgrove the welfare of the children of that community near the District line and provided a pro- gram of entertainment for the young- sters, most of whom were children of lodge members. Prizes were awarded to three youngsters who submitted statements of their alm in life. Weather, NGR BSCHOFF DS OF HEART ATIACK Church of Nativity Pastor 22 Years, Recently Made Domestic Prelate. Mgr. Franfl X. Bischoff, pastor of the Church of the Nativity, 6000 Georgia avenue, for 22 years, died of a heart attack at the rectory last night. He was 69 years old. Mgr. Bischoff had been complaining of heart trouble for some time. He celebrated mass yesterday morning and reported to his assistant later that he was feeling better than he had felt earlier in the day. He was fatally stricken while preparing to retire. On December 18 Archbishop Michael J. Curley of Baltimore presided at the ceremony of investure officially con- ferring upon the priest the rank of do- mestic prelate in the papal household, the appointment to ‘monsignor having been made by Pope Pius XI. A native of this city, Mgr. Bischoff Wwas educated at St. Charles College and St. Mary’s College, Maryland, and then St. Mary's Seminary, Baltimore. He was ordained in 1893. Following he was assigned to St. Augustine’s Church and then to the Church of the Nativity in 1907. Funeral services will be conducted in the Church of the Nativity Tuesday morning at 10:30 o'clock. Archbishop Curley will preside at the mass. Inter- ment will be in St. Mary's Cemetery. Other details of the funeral arrange- ments are to be completed. Under Mgr. Bischoff’s leadership the Church of the Nativity had grown from & small frame church building and rec- tory to the present modern structure, which includes a school and convent.
