Suppose he does want the wagon all the time, you're bigger, and ought to have more sense than to quarrel with hi: 1about it.” Being the older child in the house- hold is supposed to make one just natu- rally unselfish. Older brothers have to give in to younger sisters, even though youngster sisters are seifish, little meanies and never give-in in return. Older brothers have to let Oscar have the wagon when he hangs on and yells for dear life. Actually, it makes mother too nervous to hear Oscar yell, and giv- ing in has to be older brother's job, so mother won't be nervous. Older children soon begin to feel that age makes them so discriminated against that, fearing the result of family conferences, they get what they want by strategy and cunning. Wagons can be gotten from selfish younyer children by threats and promises when fairer tactics won't work. Two children of differing ages need different toys and each should keep his own until he has learned the pleasures of sharing. Then there won't be con- stant trouble, constant quarrels to arbi- trate. It is not only unfair to the older, but an actual damper to the younger's developing sense of unselfishness to let hir Pays win because he is younger. If he finds an iron hand on a wanted toy and a brassy cry for mother will bring the desired object. he has a poor encouragement to use any more sports- manlike methods. Children should play together amiably. They should love each other enough to be happy to share their good things. Favoring one or the other is without results in bringing about these desir- able conditions. Many toys are too large to be dupli- cated in a household. while smaller toys and games can be. In that case neither should have any stronger claim upon it than the other. If it is an outdoor toy each should have his turn at it, and no turn to be too long. If it is an in- door toy, the same methods will work. “You can have the tea set for a half heur and Sally can play with the doll bed, if you don't want to play together. One of you can put the baby to bed and the other be fixing lunch, like mother does.” If the tea set is the sole article de- sired, then it has to be played with for only a limited time. Usually if children know that they can play with a toy undisturbed, but it belongs to the next contender as soon as dropped. there will be no trouble, as a child’s interest is of such short duration that no hard- ship is worked on either, H the child doesn't have to fight to hold his own, or to ge: fair play there would be an end to quarrels and tale- bearings and crying. The rumor gained headway at the Treasury Department early in the fore- noon and caused quite a commotion among the Treasury employes. Secre- tary Cobb was at his desk, apparently transacting business as usual, and no confirmation of his resignation was ob- tainable. i o It is reported that very serious - sensions p:m'e arisen in President Buchanan's cabinet over the terms of the Presldent’s forthcoming message to Congress treating with the current se- cession excitement. How much truth there is in these stories of cabinet dif- ferences it has been impossible to dis- cover today. There are some Southern members of the cabinet, among whom, doubtless, is Secretary Cobb, a Georgian, who are known to hold views upon the present burning issue in unison with the opin- ions that seem to prevail to a great extent among public men of their home States. Probably if the forthcoming message Congress were theirs to write, its position with reference to the propriety of secession at this time would reflect their views. As the message is not theirs, but the President’s, a break- up of the cabinet, because the message may reflect Mr. Buchanan's well known sentiments against secession, seems un- likely to some observers. However, the situation is so delicate that some per- sons would not be surprised at any- thing that might happen, so fat as the cabinet is concerned. If the banks of ‘Washington had hesitated 48 hours in suspending, every speculator who could reach this city by railroad in that time would have drawn specie from them, thus putting it out of the power of the Washington banks to aid their regular business customers, even to the extent of a dollar, in these unsettled times The consequence would have been the bankruptey of hundreds of persons in ‘Washington.
