B. W. PAYNE HEADS CITIZENS' FORUM Columbia Heights Organiza- tion Holds Annual Election. Adds to Membership. ‘Burd W. Payne was elected president of the Citizens' Forum of Columbia Heigths at its annual meeting for the election of officers in the Wilson Normal School last night. He succeeds Charles 8. Easterling. W. W. Coulliette was elected first vice president. Other officers elected are: Dr. Kate B. Karpeles, second vice president;: Miss A. Woodward, secre- tary; Vernon L. Brown, treasurer; Rev. Gove G. Johnson, chlglmn and C. E. La Vigne and H. C. Phillips, delegates to the Federation of Citizens’ Associa- tions. The association adopfed a resolution favoring the licensing of real estate brokers and salesmen in the District.
