At midnight tonight he will be free to return to New York and his ofl in- terests, his concurrent sentences for contempt of the Senate and District of Columbia Supreme Court being ended at that hour, The millionaire oil operator has served 6'2 months, 30 days' respite having been granted him for good conduct. In the seven months since April 1 37,190 persons were arrested by Federal prohibition officers, as compared with 43218 in a similar period in 1928. Ar- rests by State-officers, assisted by Fed- eral agents, totaled 7.509 this year and 7,066 last year.
