NEW YORK, November 12.—Bond and losses were general through the list, with the exception of a few Government and legal descriptions. Liberty fourth 4;s made a new high for the current movement and Treasury 4Ys were up slightly. Atchison general 4s, Baltimore & Ohio first 4s and North- ern Pacific 4s were fractionally higher. The downward tendency of the rest of the list was clearly a continuation of the forced selling that has preved so continuously on the bond market dur- ing the depression in stocks, because apart from the purely technical con- ditions, bond news today was good. Union Pacific Railway announced the retirement of $45,000,000 Oregon Short Line 4s due this year and guaranteed by the Union Pacific. * There was no sinking fund for this issue and it is to be paid out of cash. The bonds have been within a fraction of par for some time. Other news was the announcement of the issue of $20,000,000 6 per cent notes by the Nickel Plate, with which to buy certificates of deposit of the Wheeling & Lake Erie Railroad, pre- viously owned by the Alleghany Cor- ration. An offering of $18,500,000 goper cent bonds of the Harbor. Com- missioners of Montreal was at 99!a. These bonds are unconditionally guar- anteed by the Canadian government. The declines in Brazillan and Colom- blan bonds, which have also affec the obligations of neighboring countries, not only represent unfavorable ‘economic conditions, but a certain amount of dis- tress selling on the part of institutions that bought these issues when they were L 80 ular a year or two ago. Kent, director of the Bank- ers’ Trust Co., is largely due to fear en- gendered in the minds of business men by the opposition of the coalition bloc in Congress to the proposed tariff bill. Speaking before 400 bankers at the -annual dinner here, he said: “The activities of this bloc and their method aroused & feeling of uncertainty on the part of industry, and uncertainty is the most difficult thing for business to face.
