The Italian and Jugoslavian govern- ments deposited their instruments of ratification yesrerday, and Portugal inti- mated its ratification might be consid- ered as taking effect yesterday. Counting these three, thé total num- ber of ratifications was only 17. Even if there had been 18 the treaty could not have come into effect, becauss three countries whose ratification was essen- tial have not approved it.
