Commissioner Taliaferro, in outlining the system to The Star, expressed the belief that the plan, which is to be instituted shortly, will prove of seal benefit to property owners by providing a definite means of understanding as to what restrictions zoning places on prop- | erties about to be bought or sold. The Commussioner, who is a member of the Zoning Commission, is hopeful th; of this new transfers. Action Follows Long Study. Decision to institute this new service comes after an extended study of the matter. which was started by the city head when statements, repeatedly made by property owners before the Zoning Commission, indicated that when they purchased holdings here they did not thoroughly understand the application of the necessarily rather complicated zoning regulations. Might Enlarge Staff. Title company representatives, real estate salesmen or brokers, or persons individually interested in buying or selling real estate, will be able to obtain this service once a week or even daily if needed. subject only to the limitations of the time of employes of the zoning office. If there is real public demand for the service and the present staff is inadequate to handle the work, Com- missioner _ Taliaferro _indicated that probably there would be an appeal for an enlargement of the stafl to carry on this and the many other duties of the zoning office. p Recently, when Commissioner Talia- ferro threw out a definite suggestion that title companies and real estate of- fices include a statement as to zoning in title certificates or in sales contracts. o nuber of men in these lines of busi- ness approved the purposes of the plan. but_ doubted if it would be feasible un- Jess the District set up some definitc. accurate and easily obtainable form of co-operation. LAW DESIGNED - TO REGULATE PERSONNEL Measure Is Broad and Comprehensive in Reaching Through All Phases of Realty Problems. BY JOHN A. PETTY, Executive Secretary, Washington Real Estate Board A study of the real estate license law, proposed to Congress re- cently by the Washington Real Estate Board, will disclose the %act that it is designed to regulate the personnel engaged in the real estate busi- ness as distinct from regulating the business itself. In this respect, it is very broad and comprehensive in scope. It specifically prohibits any person, firm, partnership, co-partner- ship, association or corporation from acting or assuming to act in the capacity of a real estate broker or real estate salesman without firs: obtaining a license as such in accordance with the provisions of the law. Being designed primarily to reach man unless he is actually employed by those actually engaged in the ordinary |a real estate broker or about to enter practice of real estate brokerage, as a whole or partial vocation, certain ex- | ceptions are enumerated. The provi sions of the law do not apply to any owner of real estate performing any cf the described acts in reference to his own property, nor to any lessor in re- | spect to property leased by him, when | such acts are performed in connection with the management of the property so owned or leased, or the investment therein. | Other Exceptions. | Other exceptions include persons act- ing under a power of attorney in spe cifically stated instances, attorneys-at- law performing their duties as such, re- ceivers, trustees, administrators and ex- | ecutors when acting as such, persons acting under the order of any court and duly licensed auctioneers. In defining a real estate broker the |law sets up_as acts of a real estate broker selling, buying. exchanging or leasing real estate, or the offering or ne- gotiation, or any attempt so to do, for others, for a compensation or valuable consideration. ~ Likewise it defines = real estate salesman as any one em- ployed directly or indirectly by a real estate broker to perform or attempt Lo perform any of the acts above described No license can be issued to any sales- Between Grant and Sherman Circles 4507 lllinois Avenue Concrete Porch Frigidaire Weather Stripped Garage Opern Al DiaySunday $9,750 Robert W.
