LONDON, June 21.—The new Labor cabinet of Premier Ramsay MacDonald held their second meeting today, the premier gathering from them details of happenings in their respective depart- ments while he was away in Scotland. The terms of the speech from the throne at the opening of Parliament were considered also, although the final draft of the speech will not be com- pleted until next week. It was understood that another mat- ter for the cabinet to consider was the application by Leon Trotsky, exiled former Red army leader, for permission to enter Great Britain.
