The se of the Citizens' Joint Committee on | National Representation. | Representative to Speak. i Representative Dyer of Missourd, rank- ing Republican member of the House ! judiciary committee and Representative | Zihlman of Maryland, chairman of. the House District committes, will speak | in behalf of the voteless residents of Washington in the second program of the series at station WMAL between 7:30 and 8 o'clock tomorrow night. This will be the first time speeches | on national representation for the Dis- | trict by members of Congress have been carried in a country-wide radio hook-up to the people of the Nation. The sub- ject of their talgs will be “National Representation in the Electoral College and in Congress for the District of Co- lumbia.” Other addresses in the series will be announced later. The Columbia Broad- casting System has tendered the Cit- izens' Joint Committee its full facilities for the campaign to Americanize Wash- ington now and when the regular ses- sion is held next Winter. ‘Wile Speech in Part. Mr. Wile's speech last night was in part as follows: “I am anxious to acquaint the peo- ple out in the United States with the fact that the system of taxation with- out representation was not entirely ob- know that here at the very seat of the United States Government, American citizens are living who still are subject- ed to the principal indignity for which the founding fathers resorted to arms in the War of the Revolution. That, in a nutshell, is the District of Columbia’s grievance, namely, that it is denied the right of participating in the election of President and Vice President and of choosing the Congress which makes the laws the residents of the District must ol bey. “The people of Washington propose & remedy for their political grievance. It takes the form of a constitutional amendment, which has been pending before Congress for several years. The amendment empowers Congress to give voting representation in the Senate, House and electoral college to the citi- zens of the District of Columbia. The amendment does not ask that the Dis- trict of Columbia shall be given state- hood. It does not ask for any change in the existing state of local govern- ment _in Washington, under which the President d Congress conduct the District’s own affairs. Seeks Nothing But Vote. “The amendment merely seeks to give Washingtonians national election rights—to_have a voice in saying who shall be President and Vice President and to have their own spokesmen in both houses of Congress. The amend- ment does not reduce in the slightest degree the present power of Congress over the Federal City. It purely and simply aims to convert the citizens of the District of Columbia from half- American citizens into full - fledged American citizens, like the rest of you men and women out there in the en- franchised regions of the air. “The amendment, to put its purpose in the tersest possible form, proposes to give a long-delayed political square deal %o the American citizens who happen to be residents of Washington. “By what right is the privilege of national representation withheld from us? Are we Jess intelligent, less pa- triotic, less law-abiding, less country- loving than our fellow Americans of the States? Is Washington, because it happens to be the Capital City of the United States, any less entitled to polit- jcal rights than the capital cities of London, Paris, Berlin, Rome, Rio .de Janeiro, Ottawa, Tokio or any other political center in the world? Widespread Support. “We believe that the enfranchised citizens of the United States have only become supporters of our demand that it be removed. In advocating the cause of voteless Washingtcn | time to time in various parts of the country, T have frequently had occasion to observe that our plight is unknown to ide sections of our countrymen. “Many of them express 2mazement at its existence. Many refuse to be- lieve that such an anachronism con- tinues to be tolerated by the Amorican people. Many of them proclaim them- selves ready and eager to co-operate with us in wiping it out. “The people of Washington are pow- erless salvation. hands of Cengress. And Congress, nat- urally, will only act when it is con- vinced that public sentiment in the country at large will support the en- abling amendment. Even if Congress should enact the amendment and sub- mit it to the States for ratification, you | are, of course, aware that three-quar- ters of the Legislatures of the various States would require to ratify the amendment. Only then would it be- come law, and the long-deferred po- litica! rights of the District be granted. Long Pull Seen Ahead. “We recognize that this means a long pull. But the citizens of Washington | have embarked upon a determined drive to that end. We mean to fight it out | on that line if it takes an endless Sum- We have many friends in both Houses of Congress who believe in and sympa- | thize with our aspirations. There have been numerous hearings before the | proper committees of Congress in favor | of the amendment. | “Practically all forms of organized life | in Washington favor national repre- | sentation for t! District. The voice of the minority is relatively small and wholly insignificant compared to the impertance of the public bodies that | favor the amendment. “Let me call your attention to a few pertinent facts about Washington. The District’s fotal population in 1920 ex- ceeded that of seven of the States. It} now exceeds that of eight, and probably nine, of the States. The District paid more in natlonal taxes (internal reve- nue) in 1927 than 25 of the States and more than 10 of the. States combined. 1t sent more soldiers and sailors to the World War than seven of the States.
