WAGE EQUALITY EFFORT SEEN IN SOUTHERN MILLS NEW YORK, May 4 (Special).—The present labor crisis in the Southern textile mills, according to the United Business Service, is of deeper signifi- cance than is generally recognized. This is more than an ordinary strike. It marks a turning point in Southern ' labor conditions. For many years past there has been a steady movement of textile mills to the South. partly on nearness to raw material, bus chiefly on the attraction of cheaper labor and absence of labor troubles. It is now evident that with the increase in manu- facturing operations in Southern States the condition of cheap and easily man- | aged labor supply is passing and & labor situation is beginning to develop more like that existing in the textile centers of New England. Not only have efforts begun to raise wages in the South, but an active ci paign is now an to unionize the wor ers and to improve working and living conditions for labor in the South as they have been improved in the Nonh.l Northern labor, meanwhile, has been somewhat chastened and has acquired a more reasonable disposition as the result of & long period of depression. Thus it is evident that conditions are now tending to even up as between the two sections—a situation which is encouraging to the owners of Northern mills and allied enterprises, * Rediscount Rate Unchanged. Except for ‘a few bonds affected by special conditfons, the standard invest- ment issues recorded few significant changes.
