By the Associated Press. ST. PETERSBURG, Fla., April 30.— Authorities investigating the kidnaping and flogging of James F. Bickers, 54- year-old attorney, here Sunday night today still were without definite intor- mation as to the identity of his abduc- tors, as he maintained his silence at a hospital. County Prosecutor Clair Davis was expected to again confer with the attor- ney this morning in an effort to gain further information. The county prose- cutor also has taken steps toward hav- ing Bickers remain in the city as a material witness, Bickers’ abductors warned him to leave town, which he said he would do, and he planned to leave as soo as he is able, provided the authorities fail to have him detained. Mayor John N. Brown, who recently brought about the arrest of a number of alleged swindlers, was being shadowed today by two detectives, as Bickers last night said the mayor was next on the list of the men who attacked him. The attorney was believed to have been the victim of attackers because of his recent activities in investigating lawlessness in the county. The city commission has voted a reward of $500 for the arrest and conviction of the five men, and the county commission was expected to take a similar action today. Since medieval days vehicles have had to stop at the octroi, or customs offices, and pay duty on many products. The system applied to automobiles is to ve a green slip on leaving and to take it up on entering. The amount of gas- oline in the tank is marked on the slip. If more is brought back it is supposed to pay a duty of about 3 cents a gallon. It costs the city 17 per cent of its octroi receipts to collect them, while 2 per cent covers ordinary tax colleeting.
