Official and diplomatic circles here expect that the continued agitation, both in the United States and abroad, over the question of the freedom of the seas will bring about some formal con- sideration of the subject before the end of the year. The widely published declaration last week by Ramsay Macdonald, prime minister of Great Britain in the Labor government of 1924, that Great Britain must agree with the United States on a sea_policy, is looked upon here as im- portant. ~Macdonald said that the United States and Great Britain must agree on the freedom of the seas as the only basis of complete friendship be- tween the two countries. Hope Placed in Laborites. With the possibility or the Con- servative government of Prime Minister Baldwin not being returned to power and the possibility of the age-old policy of British mastery of the seas being changed by another government, it is considered likely that the question Will be held in abeyance until after the general elections in England two months from now. Diplomats who are following the situation express the opinion that 2 more rapid settlement of the question would come with the Laborites in POw~ er in England, or with David Lloyd George, the war-time Liberal prima minister, holding the balance of voting power in the House of Commons bes tween the Conscrvatives and Laborites, It has been pointed out that the Bald= Win government has held closely to the long-standing conservafive British poli- cies on virtually all important, questions, Sir Austen Chamberiain, the British foreign secretary, has indicated on sev- eral occasions that the foreign office w consulting with the British do- minfons on questions relating to Anglo- American relations, and Sir Austen ex- pressed the belief that these discussions would lead to proposals which would satisfy the United States and greatly increase the friendship between the two countries.
