EXPERTS CONSIDER NEW DEBT PHASES Aim to Remove Feeling Ger- many Is Paying Indemnities Rather Than Obligations. By the Associated Pre: PARIS, March 6.—Phases of removal of the reparations question from a po- litical to & commercial sphere faced the committce of experts at its plenary sion today. The entire aim of the committee i: to remove the feeling that Germany i paying reparations growing out of th war. Gelting off to an early start, the joint commission created by Congress a few days ago to study the airport re- quirements of the National Capital, both Federal and local, held its first meeting -Republican of Connccticup, as chair- man, with Representative Frederick N. WASHINGTON, D. C, WEDNESDAY, including the National Capital Park and Planning Commission. Henry ‘M. Barry, secretary of the Senate committee on territories and in- sular possessions, was appointed secre- tary of the airport commission. It will be the aim of the commission, Senator Bingham said, to look as far ahead as possible in planning airport facilities for the Naticnal Capital, so that the requirements of this rapidly de- veloping mode of transportation may be met adequately. Senator Bingham, who is a close student of aviation, is already familiar with_what has been done in Paris, Rome, Berlin and the other cap- itals of the world toward providing air- ports, and his experience will be of service to the airport commission. the commission will make a report dur- ing the special session of Congress or at the opening of the regular session in December. The commission was created after it became apparent that separate legislation for a municipal airport for | ‘Washington would not be completed be~ | fore adjournment. ‘The resolution creating the commis- sion, as proposed by Senator Vander- berg, Republican, of Michigan, points out that it is vital to the resources of the Capital of the United States that its airport facilities should be adequate for present and anticipated aviation needs in order that Washington’s equip- ment in this respect should serve maxi- mum_Capital requirements and reflect (the Capital’s national leadership. Stern, de- scribed as former bodyguard for Kid Dropped- and Big and Little Augie, East side gangsters, was held in $25,000 bail and the others for $15,000. Through a tip gleaned from Rothstein’s pa after his death Federal agents seized $2,000,000 worth of narcotics being transported to Chicago several months g0 by Joseph Unger, now serving a & long term in Atlanta. Some of the packages seized yesterday already were in the hands of the ex- press company and some merely pre- pared for shipment. The United States attorney’s office revealed that one pack- age, worth $4,000, was consigned to a man in San Francisco, and another worth $40,000 was addressed to a con- £ignee in Chicago. The destination of the other packages, officials said, were to points in Texas, Kentucky, California and Missouri. A connection was said to have been established between the men caught yes- terday and the so-called tenpin drug ring, which shipped narcotics labelled as tenpins and whose leaders, Charles ‘Weber or Cooke and former police Lieut. ‘William Vachuda, are in Atlanta.
