HEED FOUR YEARS - JOSTOPWET TIDE Mmiral Billard Says Coast Guard Requires: Time to Build Up. SFEraannaes s By the Assoclated Press. Four years would be-required to build yp the Coast Guard to a strength that could prevent liquor smuggling, Admiral Prederick C. Billard informed the House appropriations committee in testimony made-public with the second deficiency . “A plan for the gradual expansion of the Coast Guard facilities has been drawn up, Admiral Billard said, but in spite of the persistent questioning which led to a heated exchange between Re- publican and Democratic committeemen, he declined to reveal the details of the posal. proAdmlrl] Billard said that he had sub- mitted the plan to the Secretary of the Treasury. He added that it covered “additional resources for the Coast Guard, covering several years in the future, which in my judgment will meet our needs. out, would you be enabled to do as ef- fective work as might be possible in the prevention of smuggling?” asked Representative Byrns of Tennessce, the ranking Democrat on the committee. About Four Years. “If that plan were approved and the necessary funds afforded, I should say in about four years.” “Why is it necessary to wait four years in order to secure an effective en- forcement of the prohibition law against smuggling?” the Tennesseean asked. “The time limit is the limit in which the necessary ships can be built and the necessary personnel obtained,” replied Billard. Under the insistent questioning of Bymns, the admiral said that “in order to completely stop the smuggling of liguor from the sea—in order to com- pletely stop it—the Coast Guard re- sources would have to be increased.” Failing to draw the details of the pro- posal from Admiral Billard, Byrns then turned to Representative Wood of In- diana, ranking Republican on the com- mittee, with a demand that either the Assistant Secretary or Undersecretary of the Treasury be called belore the com- mittee to give the information. “I do not think that you or anybody else on the committee should seek to interfere’ with the Department trying to work out a scheme or plan any purpose,” said Wood, adding that he felt the department should not be eml Urges $24,000,000. I give him full credit for wanting to inforce the law.” “You had better wait until Mr. Hoover comes where he can advise us with respect to what he desires.” “And in the meantime Congress will have adjourned.” “We will be in session pretty soon again.” Officers Needed. Admiral Billard said that legislation was needed to readjust the whole com- missioned-officér problem of the Coast Guard, cx&lnlnlng that the service had only 60 officers and was authorized to have 115. A complete survey of the land borders of the United States is being made by the customs service to determine how many.men would be needed to prevent liquor smuggling, Commissioner E. W. Camp of the Bureau of Customs, told the committee. The survey, Camp added, would re- quire from three to four months. It would seek to determine how many men would be needed and how much money the work would require. Assistant Commissioner Frank Dow reminded the committee that the serv- Fall and had been able to secure funds for oniy 150, ‘The investigation started at Detroit several months ago is continuing, Camp said, adding that the department was working to correct conditions there that had grown out of ill feeling between the customs officials and the prohibition agents. - More than 20 members of the border patrol have been indicted as a result of the investigation there, he said.
