FINANCIAL, BN PRCES REAT | C==e_BONDS e ) IN QUIET MARKET| Trading Falls Off as Values Decline—U. S. Issues Heavy. BY CHARLES F. SPEARE. Special Dispatch to The Btar. NEW YORK, February the reduction in the volume of all specu- lative transactions. When the convert- ibles are weak, they are usually less active. The declines were moderate, with a maximum of about 4 points in Anaconda Copper T7s. The other issues of like character were off !, to a point with most of the deal- ings in International Telephone 4158, American International 5128 and Alle ghany Corporation 5s. Some of the older convertibles have faded out of the picture. Cuba Cane Sugar 8s were again heavy. ‘Weakness was displayed by the bonds of Hudson Coal and Consolidation Coal Companies and by Certainteed Products 5155, Marine 6s, Dodge 6s and United States Rybber 5s. In the junior rails, Missouri Pacific 4s, Minneapolis & St. Louis 4s, Erie refunding 5s, Denver 5s and St. Paul adjustments were all off substantial fractions. ‘The decline in the renewal rate for call money to 614 per cent, compared with 8 per cent on Monday, did not change the situation so far as bond prices were concerned, because of the rise in acceptances and the strong mar- ket for time money. United States Government issues were quiet and heavy. There was some rally in a few of the legal rails and losses in others. ‘The general average of the domestic bond list is now a point under the high of the year, made on January 5. In the foreign list, Italian and French municipals, Japanese and German pub- lic utilities and the issues of southeast- ern European countries were moderately firm. The Rumanian loan attracted considerable attention because of its wide distribution throughout Europe. Under the circumstances Rumania is fortunate in having been able to bor- row at a rate understood to have been 815 per cent. Not in weeks have there been so many different offerings as today, num- bering in all 17 bond and stock issues. All but two were for domestic account. ‘The others included two of corporations of a distinctly trading type and four public utility stock issues. In addition there were a number of substantial in- dustrial offerings. ~ Several railroad equipment issues are now being negoti- ated, with the market for equipment trust certificates having held up ex- tremely well during the decline in railroad mortgage bonds. January Rubber Imports. NEW YORK, February 14.(#—Rub- bér imports in January are estimated by the Rubber Association of America, Inc., to have been 52,305 tons, com- pared -with 46243 tons in January, 1928, and 46,840 tons in December. AL T R S New 0il Refinery. NEW YORK, February 14 (#).—With completion of a new refinery, Gulf Oft Corporation, a Mellon company, will have a daily refining capacity of ap- proximately 200,000 barrels, represent- ing nearly 8 per cent of the total do- mestic crude oil production.
