He was 70 years old and a retired sergeant major in the 2d Battalion of the North Loyal Lancashire British Army. LONDON, January 20.—Although Sir | Austen Chamberlain, secretary of state {m’ foreign affairs, informed the House of Commons yesterday that Great | Britain would ratify the Kellogg pact for renunciation of war without further parliamentary debate as soon as the dominion governments are ready to ratify, he also told questioners that for the moment Britain intends simply to stand pat and “make no fresh pro- posals with regard to naval limitation.” These conclusions developed from an inconclusive series of questions and an- swers in which Comdr. J. M. Ken- worthy, Labor member for Hull, sought to force the governmental spokesmen to record their views on the question of Anglo-American relations generally, and in which Prime Minister Stanley Bald- win and Sir Austen, to the accompani- ment of occasional voices from the back benches, apparently tried to say nothing whatever, in a friendly fashion. Comdr. Kenworthy began by quoting the speech of W. C. Bridgeman, first lord of the admiralty, about there being no further use in making propo- sitions for naval disarmament. Mr. Baldwin replied at once that Comdr. Kenworth_v was distorting the first lord’s words from their proper context, and that what Mr. Bridgeman really had said was that so long as American suspicion existed he saw no use of making fresh proposals. The prime minister added impres- sively that the policy of the British gov- ernment must be to remove American suspicions, but Comdr.
