Ac- cordingly, the recent voyage of the Grand Duce's subsecretary of foreign affairs to Athens and Angora with a | portfolio full of reassurances of various kinds in the name of Fascism has by no means been overlooked by the French. Any private little amity treaties Grand! may have arranged for Rome's dictator will demand the closest atten- | tion of the French officials, who realize | that Mussolini's external policles are now focused definitely on the Balkans in Southeastern Europe, and should he | succeed they couldn't fail to affect ‘ French prestige proportionately. It is well known in Europe that Mus- solini’s chief failure in more than five | years of Fascism has been in his for- cign policy. It is equally appreciated | that the Duce evidently hopes to score | some outstanding external diplomatic | triumph before fate jostles him out of the saddle. Therefore, France and the rest of the continent knows the Grandi’s journey to the East is something more than a vacation and Mussolini’s fingers are digging deeper into Balkan politics. From across the Balkans the past few days have come rumors of the Italian attempt to consolidate a new quadruple entente with Italy, solidly backed not only by Greece, but by Bulgaria and Turkey as well. Mussolini, it is re- ported, seeks to complete his “pacifica- tion of the Mediterranean” by a chain of amity treaties which insure him an uninterrupted diplomatic alliance and support all the way from Nice to Syria— in other words, from France itself to France'’s important Near-Eastern pro- tectorate. There is reason to believe the Grandi offered tempting flowers of friendship | both to Venizelos and to Kemal Pasha, and that negotiations are quietly under way with Sofia. The French know that if such a quadruple entente is in the offing it would reveal queer bedfellows, especially between the Italians, Greeks | and Turks, all of whom have experi- | enced bitter differences since the war. But in the eyes of Paris, Rome's present isolation without important allies of any kind is apt to force Mussolini to attempt to surmount even such serious obstacles | for the sake of Fascism's foreign giory. | Should the Duce finally link the entire Balkan coastline with the exception of Jugoslavia to his program, the triune | kingdom of Serbs, Croats and Slovenes | would inevitably be in the isolated po- sition of the Balkans. Jugoslavia, as one of France's allies, would so com- pletely be check-mated that France couldn't afford to regard the situation as insignificant. Rumors of an Italian- Turkish alliance is likewise disconcert- ing to Paris, for the Franco-Turkish re- lations for a long time have been none foo reassuring, and the French are keenly alive to the trouble a hostile Turkey might stir up in Syria, where the | French directorate has been far from | h‘appy, even without external complica- tions, (Copyright, 1920) - DANDRUFF | Soon Destroys the Hair !
