Mr. Skinner was a veteran of the fraternal circles here. He was retired nment service four years ago. Many years ago Mr. Skinner gained distinction by rescuing two men from drowning. Mr. Skinner served on the U. S. S. Tulip during the Civil War, rising to the grade of ensign. He was a past commander of Lincoln Post, Grand Army of the Republic; was an organizer and had held every office in Champion Council, No. 15, Junior Order of United American Mechanics; member of the Columbia Lodge of th Shield of Honor; had held all chair: in the Crusader Commandery, No. 180, Knights of Malta, and was at one time licutenant commander of the Naval Veterans’ Association of the District of Columbia. He also was a charter mem- ber of the “Old Guard” of this city and served as color sergeant of that organization for four years, Prior to his service in the Treasury Department Mr. Skinner served for four years as a member of the Metro- politan police force here. Prior to then, | as a newsboy, he sold first copies of The Evening Star. He was a native of Dumfries, Va., and came to this city with his father, the late Willlam Skin- ner. when a boy Mr. Skinner was married three times. His first wife died in 1873 and his sec- ond in 1912. He is survived by his widow, who was Miss Lillian T. Jacob- sen, and two sons, Mitchell A. and Francis M. Skinner, jr. MANY CHINESE SLAIN. SHANGHAI, January 24 (@).— Chinese newspapers today said that many persons had been killed and wounded when Communists attacked the town of Chwangying Monday eve- ning. Chwangying lies 30 miles south of Shanghai, near Hanchow Bay. A well organized band of 200 Com- munists, carrying banners with a ham- mer-and-sickle device and armed with rifles and pistols, attacked the town. The attackers singled out police sta- tions and then fired the town, JAMES BENJAMIN MITCHELL. JAMES B. MITCHELL, STATISTICIAN, DIES Assistant's Death Follows 15 Days After That of Divi- sion Chief. James Benjamin Mitchell, 60 years old, assistant statistician of the Division of Vital Statistics, United States Census Bureau, died at his residence, 3301 Northampton street, Chevy Chase, Md., yesterday after an illness of about five months. Death was due to a cerebral hemorrhage. Mr. Mitchell's death came .just 15 days after the death of Dr. William H. Davis, chief statistician of the Division of Vital Statistics. Mr. Mitchell had a varied career. Born in Philadelphia, he removed to Montana when 8 years old and attended school at Missoula. Subsequently for many years he rode cattle ranges with an’ uncle, Samuel Mitchell, Montana cattleman and ranch owner. Later he served with the Canadian Mounted Police. He joined the United States Customs Service in 1899. He left the latter the following year to come to Washington and had been employed in the Census Bureau since. He was a member of the Joppa Lodge, F. A. A M, and of Columbia Camp, Modern Woodmen of America. His widow, Mrs. Edith H. Mitchell, is his sole survivor. .
