Such a n would, of course, attempt onal and occasional sur- | > that they could oralization of the mar- ch surpluses from time . frankly rejected the | the cost to the equalization | corporation of thus caring for the sur- | plus should be distributed over the | commodi s a whole. Gov. Smith, on | the other hand, clearly and forceful- | ly asserted the principle that the cost of handling the surplus should be borne by the entire commodity. This, in sub- stance, was the substantial principle of the so-called equalization fee. Thus the issue was clearly drawn. Co-operation Urged. “When, therefore, the American | people preferred Mr. Hoover to Gov. Smith, they in effect issued a mandate to Mr. Hoover to proceed with the pro- gram which he had advocated. All sincere friends of farm relief will now, in my opinion, co-operate wholehea edly with him in giving effect to that program. In view of the fact that Mr. Hoover will have th responsibility of | administering whatever legislation there | may be enacted, the: wise course, it | seems to me, at the present time is to await the incoming of the new adminis- tration. Congress will no doubt wish freely to consult with the President as legislation is being shaped. I under- stand that a special session will be salled. That would be the proper time, i think, for legislation on tbis vastly im- | sortant question. If such legislation hall not prove effective, the President vill no doubt lend a ready ear to fur- her suggestions. For he forcefully aid, in his acceptance address, ‘the | most urgent economic problem in our | Nation today is in agriculture.’ In addition to Mr. Hoover’s frank ‘ecognition of the gravity of the agricul- ural situation, there is a wider under- tanding of that situation than at any ime in the past. Business men recog- “ize, as they have not recongnized before, hat a larger measure of prosperity qust be given to the farmers of America { we would avoid danger to the entire susiness structure.” Extra Session Favored. Resolutions calling for an extra ses- “ion of Congress to enact farm relief islation and tariff measures to pro- sct surplus crop production without | ibsidizing agriculture were adopted :sterday by the American Farm Bureau aderation at the closing session of its nth ‘annual conven!
