SHEIL. Deputv TSCHIFFELY TELLS OF TWO-YEAR RIDE Argentine Teacher Says He | Canceled Trip on Vestris to Address Geographic Body. A. F. Tschiffely told of his adventures on a 10,000-mile horseback ride that took two and one-half years, from Buenos Aires to Washington, last eve- ning, when he gave the first lecture of the National Geographic Society's series this season at the Washington Audi- | torium. “Where are the horses?” is the ques- tion he most frequently is asked, he said. They are in New York awaiting return by steamer to Buenos Aires. The lecture last evening saved their lives, and perhaps that of their rider, it was disclosed. ‘Tschiffely had booked passage aboard the Vestris, but obtained permission from his government, through the Argentine embassy here, to remain in this country to address the National Geographic Society last evening. Teaches in English School. Dr. Gilbert Grosvenor, introducing the speaker, noted that Tschiffely is not a cowboy, but a teacher in an English school near Buenos Aires. ‘The rider referred to his horses, Mancha and Gato, as the real heroes of his trip. One of them was more than 16 years old when he started. Both came through in excellent condi- tion. They are of the famous criollo breed, descended from the Arabian horses introduced by Mendoza in 1535, and have marvelous endurance. Riding the length of a continent de- velops many more than horseshoe troubles, the lecturer sald. After leav- ing Argentina he reached a region where he had to tie at every halt for fear they would eat some poisonous weed. In the Peruvian Desert forage was exceedingly scarce; he had to pay natives for grass at the rate of 5 cents a handful. In this region he made his longest single trip, 90 miles in 20 hours. In Costa Rica the horses and their rider swam 72 streams in 10 hours. There, and in Colombia, too, he often had to cut steps for the horses in the steep, slippery banks, and push them up. Along the swampy coast of Chia- pas, Mexico, the horses forded many dangerous lagoons, infested with alli- gators. Rider Stricken With Malaria. The route lay through tropical jun- gles as well as across desert stretches, up snow-covered Andean trails, and the rider encountered many ruins, scenic features and primitive peoples, revealed in motion pictures and lantern slides. . The Central American leg of the journcy took most time. There were difficulties in crossing the Great Divide in Costa Rica: the rider was stricken twice with malaria; once it took three months for Gato to recover from a kick by another horse, and in Mexico his progress was slowed by the many recep- tions in towns and villages. Dr. Grosvenor in his introduction re- called that a year ago he had re- ported to members of the society that their membership exceeded a million. Since that time. a substantial growth has continued so that it will be neces- sary for the society to print 1,300,000 coples of the January issue of its Na- tional Geographic Magazine to reach the world-wide membership, located in every civilized nation. South America has some 7,000 of these members, and in Central America are more than a thousand more. DARTMOUTH GETS FUND. Gift of $100,000 Is Made by Mrs. Willlam Pierce Johnson. CHICAGO, November 24 (#).—A gift of $100,000 to Dartmouth College from Mrs. William Pierce Johnson of San Francisco was announced at the alumni pow wow last night preceding today's Dartmouth-Northwestern game., Shortly before Mr. Johnson's death, he requested his wife to send the funds which he had promised President Nation-Wide Law Sought to Cover Basic Violations of Motoring. After a thorough investigation, cover- ing a period of several years, the American Automobile Association is sponsoring certain basic principles to be embodied into a safety responsibility law capable of nation-wide adaptation, it was announced today. Some of the essential features proposed are: “The universal adoption of a drivers’ license law. “Stringent provision for the suspen- sion of the driving permits of all per- sons found guilty of serious violations of motor vehicle laws. “Denial of the use of highways to persons who have failed to pay a judg- ment against them when the award has been made by a court of compe- tent jurisdiction, and some effective legislation to prevent a person who has been ruled off the road in one State from moving. to another where traffic rules are less stringent and operating a motor vehicle in that State.” Protection for AllL This report of the committee of 17 of the association was drawn up after an investigation in every sec- tion of the country, it is explained. Officials emphasized that it is not put forward as a panacea, but that it is expected to form “the structure of pro- tection which may well revolutionize the face of motordom.” The statement of the committee ap- proved A. A. A. executive commit- tee and outlining suggested principles follows in part: “The primary aim should be to put the reckless driver off the highways. The most effective way of accomplish- ing this is through the universal adop- tion of a drivers’ license law. Only 18 States and the District of Columbia have such a law at the present, leav- ing 30 States without this potential weapon for the control of the reckless and incompetent operator, both before and after he has secured a permit to use the highways. A model drivers’ license law is set forth in the uniform motor vehicle code of the National Con- ference on Street and Highway Safety, which has been available for the guid- ance of legislatures for some time. “Any effective measure should make stringent provision for the suspension of the driving permits of all persons found guilty of serious violations of motor vehicle laws, such as driving while in- toxicated, and leaving the scene of an automobile accident involving injury or damage. In every instance of this Kind, the suspension should remain in force until the guilty party has established proof of his financial responsibilit against possible future injury to per- sons or property. Driver Can Move. “The case of persons against whom a judgment has been rendered by a court of competent jurisdiction, but who has failed to liquidate that judgment, calls for special consideration. Such persons should be temporarily denied the fur- ther use of the highways. Their driv- ing permits should be suspended until such time as they have fully liquidated the judgment and established a future guaranteé of financial responsibility. ‘One of the current evils confronting motordom lies in the fact that a driver who is put off the roads in one State can move in another State, secure a license and pursue his reckless course. This situation is capable of complete control. Such control can be brought about by the insertion in the drivers’ license law of every State of a proviso which will forbid the issuance of a driving permit to any person whose permit is at that time suspended in any other State for failure to respond to damages or because of other serious violations of motor vehicle laws. This would render the suspension penalty na- tionally reciprocal. Simultaneously with the release of this official statement, A. A.
